Abstract

Thai state and society formerly had the concept of disability as personal abnormality and pitiful. Since the government subscribed to be a member of the Convention on the Rights of Persons with Disabilities (CRPD) in 2008, the viewpoint has been changed to be that disabilities are personal limitations or obstacles and needed to be special served with respect to their human right. Since 2009 the government has respectively launched national policies through four main ministries such Social Development and Human Security, Interior, Public Health and Education. The policies have been implemented at provincial, district and sub-district levels. All levels of health care networks have major roles on working among multidiscipline and integration across related ministries. The structural and systematic work experiences which created and orderly accumulated are important capital for dental personnel who intend to provide oral health care for persons with disabilities.
