การวิเคราะห์ทรัพย์สินทางปัญญาของพิพิธภัณฑสถานแห่งชาติในประเทศไทย (Intellectual Property Analysis of Thai National Museums)

Abstract

             การศึกษาเรื่องการวิเคราะห์ทรัพย์สินทางปัญญาของพิพิธภัณฑสถานแห่งชาติในประเทศไทยมีวัตถุประสงค์เพื่อ 1) ศึกษาทรัพย์สินทางปัญญาของพิพิธภัณฑสถานแห่งชาติในประเทศไทย และ 2) วิเคราะห์และจัดกลุ่มทรัพย์สินทางปัญญาของพิพิธภัณฑสถานแห่งชาติในประเทศไทย ซึ่งใช้วิธีวิจัยเชิงสำรวจ (Survey Research) โดยใช้แบบสอบถามเป็นเครื่องมือในการศึกษา ประชากรคือ เจ้าหน้าที่หรือภัณฑารักษ์ของพิพิธภัณฑสถานแห่งชาติ 43 แห่ง จำนวน 215 คน ได้รับแบบสอบถามกลับคืนมา จำนวน 180 ชุด คิดเป็นร้อยละ 83.72 วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา (Descriptive Statistics) ได้แก่ ค่าความถี่ ค่าร้อยละ

               ผลการศึกษาพบว่าผู้ตอบแบบสอบถามเป็นเพศหญิง ร้อยละ 73.30 และเพศชาย ร้อยละ 26.70 ส่วนใหญ่สังกัดฝ่ายงานด้านวิชาการ ร้อยละ 36.10 มีตำแหน่งงานเป็นเจ้าพนักงานพิพิธภัณฑ์ชำนาญงาน ร้อยละ 22.80 ด้านระดับการศึกษาสำเร็จการศึกษาระดับปริญญาตรี ร้อยละ 78.30 มีประสบการณ์การทำงานระหว่าง 1-5 ปี ร้อยละ 42.80 และมีความรู้ความเข้าใจเกี่ยวกับทรัพย์สินทางปัญญาในพิพิธภัณฑ์ในระดับปานกลาง  ร้อยละ 71.70 เมื่อวิเคราะห์ทรัพย์สินทางปัญญาของพิพิธภัณฑสถานแห่งชาติซึ่งแบ่งออกเป็น 2 ประเภท คือ (1) งานอันมีลิขสิทธิ์ (Copyright) มีทั้งหมด 55 รายการ โดยการศึกษาพบว่า ภัณฑารักษ์หรือเจ้าหน้าที่ของพิพิธภัณฑสถานแห่งชาติ รู้จักว่าเป็นทรัพย์สินทางปัญญา ร้อยละ 80-100 จำนวน 7 รายการ และ (2) ส่วนทรัพย์สินทางอุตสาหกรรม มีทั้งหมด 18 รายการ พบว่า ภัณฑารักษ์และเจ้าหน้าที่รู้จักว่าเป็นทรัพย์สินทางปัญญาแต่ไม่มาก ร้อยละ 51-79 จำนวน 5 รายการ โดยปัญหาด้านการดำเนินงานด้านทรัพย์สินทางปัญญาในพิพิธภัณฑสถานแห่งชาติ พบว่า ปัญหาด้านการดำเนินงานเกี่ยวกับทรัพย์สินทางปัญญา ที่มีค่าเฉลี่ยสูงสุดคือ ด้านการคุ้มครองทรัพย์สินทางปัญญา (  x = 2.43) รองลงมาคือ ด้านการดำเนินงานส่งเสริมการสร้างสรรค์ทรัพย์สินทางปัญญา (x  = 2.32) ด้านการดำเนินงานด้านนโยบาย (  x= 2.30) และด้านการสร้างความตระหนักรู้ด้านทรัพย์สินทางปัญญา (  x= 2.25) ตามลำดับ

                 The study of Intellectual Property Analysis of Thai National Museums aims to 1.) to study the intellectual property of national museums in Thailand, and 2.) to analyse and categorise the intellectual property of national museums in Thailand. Research instrument was Survey Research, using a questionnaire to collect data. The sample groups focused on 215 officers or museum curators from 43 national museums in Thailand. The researcher received back180 out of 215 questionnaires, or 83.72% of handed out questionnaire’s. The researcher used Descriptive Statistics to analyse data for instance of frequency and percentage.

                   The results revealed that the 73.30% of respondents were female, and 26.70% of respondents were male, 36.10% of them worked in the academic department, 22.80% worked as museum curator’s professional level, 78.30% graduated from bachelor degree, 1-5 years working experience was 42.80%, 71.70% understood and had knowledge about intellectual property at a middle level. After analysing the data of national museums it was divided into 2 categories, which are 1.) Copyright – there were 55 items. From the study, the officers and museum curators of national museums were 80-100% confident in their knowledge of only 7 items which were related to intellectual property. 2.) There were 18 items that were industrial property categories, of which 51-79% were confident in their knowledge of only 5 items which were related to the industrial property. The study also showed that there were some problems related to functioning in the intellectual property categories of the national museums in Thailand. First, the highest problem was intellectual property protection, the mean was ( x = 2.43). The second problem was creatively promoting the intellectual property, the mean was ( x = 2.32). Next problem was operating policy, the mean was               ( x = 2.30). The last problem was raising awareness knowledge of the intellectual property, the mean was ( x = 2.25) respectively.
