สภาพปัญหาและเงื่อนไขของการจัดการศูนย์พัฒนากิจการเพื่อสังคม วิทยาลัยโพธิวิชชาลัย มหาวิทยาลัยศรีนครินทรวิโรฒ (Characteristic of Operating Condition and Problem of Social Enterprise Center Management of Bodhivijjalaya College, Srinakharinwirot University)

Abstract

      การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพการดำเนินงาน ปัญหาและเงื่อนไขของการจัดการศูนย์พัฒนากิจการเพื่อสังคม วิทยาลัยโพธิวิชชาลัย มศว  ซึ่งกลุ่มเป้าหมายที่ใช้ในการวิจัยครั้งนี้ คือผู้มีส่วนได้ส่วนเสียกับการดำเนินงานด้านกิจการเพื่อสังคม ของวิทยาลัยโพธิวิชชาลัย ตั้งแต่พุทธศักราช 2557-2561 จำนวน 20 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลครั้งนี้ คือ  แบบสัมภาษณ์กึ่งโครงสร้าง   ผลการวิจัย พบว่า

1. สภาพการดำเนินงานและปัญหาของการจัดการศูนย์พัฒนากิจการเพื่อสังคม พบว่า การดำเนินงานเกิดจากหน่วยงานภาคเอกชนได้บริจาคที่ดินเพื่อสร้างศูนย์ฯ ภายใต้การดำเนินงานของวิทยาลัยโพธิวิชชาลัย เพื่อเป็นแหล่งเรียนรู้ให้กับสถานศึกษา และประชาชนทั่วไป เป็นการบริการวิชาการแก่สังคม  เพื่อสร้างทุนการศึกษา และเป็นห้องเรียนในการจัดการศึกษาทั่วไปและการจัดค่ายนิสิตจิตอาสาสร้างแรงบันดาลใจเพื่อรับใช้สังคมของมหาวิทยาลัย โดยปัจจุบันมีฐานการเรียนรู้สำคัญที่ดำเนินการอย่างต่อเนื่องและเป็นรูปธรรม 7 ฐาน ประกอบด้วย ฐานอาคารหอจดหมายเหตุโครงการพัฒนาพื้นที่ราบเชิงเขา จังหวัดสระแก้ว ตามพระราชดำริ   ฐานเรียนรู้ เกษตรทฤษฎีใหม่ ฐานเรียนรู้เชิงปฏิบัติการอาคารบ้านดิน ฐานเรียนรู้ ปักษีศึกษา ฐานเรียนรู้ ต้นไม้พูดได้ ฐานเรียนรู้ อุโมงค์ต้นไม้ และฐานเรียนรู้เส้นทางท่องเที่ยวตามรอยพ่อและการท่องเที่ยวเชิงนิเวศวัฒนธรรม ซึ่งปัญหาจากการดำเนินการศูนย์ฯ พบว่า ยังไม่มีระบบและกลไกการบริหาร ตลอดจนกฎระเบียบที่สนับสนุนการดำเนินงานอย่างเป็นรูปธรรม


2. เงื่อนไขของการดำเนินงานด้านกิจการเพื่อสังคม พบว่า GETP 4.0 เป็นเงื่อนไขสำคัญเพื่อการดำเนินงานศูนย์พัฒนาฯ ให้เกิดความยั่งยืน ประกอบด้วย นโยบายของรัฐ ที่มีมาตรการทางภาษีที่เอื้อประโยชน์แก่หน่วยงานต่างๆ ที่มีส่วนสนับสนุนกิจการเพื่อสังคมอย่างต่อเนื่องและสม่ำเสมอ ประสบการณ์ทางการบริหารธุรกิจ/องค์การ ที่ไม่แสวงหากำไรเป็นหลัก แต่เป็นการดำเนินธุรกิจเพื่อสร้างหรือคืนประโยชน์ให้แก่สังคม การแก้ปัญหาสังคม และสิ่งแวดล้อม ระบบเทคโนโลยีสารสนเทศ ที่เหมาะสมกับการเป็นองค์การที่สมาร์ท (SMART Organization) และหุ้นส่วนทางการบริหาร ทั้งภายในและภายนอกมหาวิทยาลัย ที่มีส่วนร่วมในการดำเนินงานให้ครบวงจรคุณภาพการบริหารกิจการเพื่อสังคม เพื่อให้เกิดความเป็นเจ้าของขององค์การอย่างแท้จริง

       The research had objectives to study on operating condition, problem and management condition of Social Enterprise Center, Bodhivijjalaya College, SWU.  The target group of this study were 20 stakeholders whom are affected by operating of social enterprise of Bodhivijjalaya College from B.E. 2557-2561.  Method of collecting data was  Semi-structured Interview. The study was found out that

1. Characteristic of operating condition of Social Enterprise Center Management derive from land donated by private sectors for founding Social Enterprise Center under the management of Bodhivijjalaya College as a learning center for educational institutions and people. The Center acts as an academic service provider to society, a scholarship creator, a studying room of educational management, including the organizer of student voluntary camp to inspire the university spirit of social service.  Currently, there are 7 important learning bases, that are concretely and continuously operating, namely the archive building of Royal Initiative Project of Foothill Development of Sa-kaeo Province Base, the New Theory of Agriculture Base, Know-how Learning Base of Earthen Building, Ornithology Learning Base, Trees Can Talk Learning Base, Tree Tunnel Learning Base, and Follow His Majesty’s Project Route and Eco-Culture Tourism Learning Base.  It was found out that there was no system and mechanism of administrating including no regulations that can support its operation concretely.


2. Regarding the operating condition of Social Enterprise, it was found out that GETP 4.0 was significant condition to enable sustainably managing the Center. Its condition comprises of government policy that provides tax exemption and enabling advantages to various parties, that can contribute social enterprise continuously and regularly to society, including the non-profit businesses that generate their income to society, and it can solve social and environmental problem.  The information and technology system that is suitable for being the SMART Organization is being the partnership of management inside and outside the university that actually shares in managing the Center from beginning to the end of social enterprise as if they own the Center genuinely.
