การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมเพื่อการพัฒนาหลักสูตรโรงเรียนผู้สูงอายุนำร่อง ในองค์กรปกครองส่วนท้องถิ่น: ศึกษาเฉพาะกรณีเทศบาลตำบลเสริมงาม อำเภอเสริมงาม จังหวัดลำปาง (Participatory Action Research For Developing the Piloted Curriculum of Geriatric School in Local Government: A Case Study of Soem Ngam Municipality, Soem Ngam District, Lampang Province.)

Abstract

              บทความเรื่อง “การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมเพื่อการพัฒนาหลักสูตรโรงเรียนผู้สูงอายุนำร่องในองค์กรปกครองส่วนท้องถิ่น: ศึกษาเฉพาะกรณีเทศบาลตำบลเสริมงาม อำเภอเสริมงาม จังหวัดลำปาง มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาบริบท สภาพปัญหา ความต้องการในการสร้างหลักสูตรผู้สูงอายุนำร่องในเขตเทศบาลตำบลเสริมงาม อำเภอเสริมงาม จังหวัดลำปาง และ 2) เพื่อสร้างหลักสูตรผู้สูงอายุนำร่องอย่างมีส่วนร่วมที่เป็นนวัตกรรมให้สอดคล้องกับบริบทของเทศบาลตำบลเสริมงาม อำเภอเสริมงาม จังหวัดลำปาง โดยใช้การวิจัยเชิงคุณภาพ (Qualitative Research) รวมทั้งการใช้กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research- PAR) คณะผู้วิจัยได้ใช้การวิเคราะห์เนื้อหา (Content Analysis) และการกำหนดแก่นสารจากการตีความ (Thematic Analysis) โดยนำข้อมูลที่รวบรวมได้จากการสัมภาษณ์ การสนทนากลุ่ม การจัดเวที และการสังเกตแบบมีส่วนร่วม จากการใช้ชุมชนในเขตเทศบาลตำบลเสริมงามเป็นพื้นที่ในการศึกษา

               ผลการวิจัยพบว่า หลักสูตรผู้สูงอายุนำร่องในเขตเทศบาลตำบลเสริมงาม อำเภอเสริมงาม จังหวัดลำปางภายใต้หลักสูตรผู้สูงอายุวิถีคนเสริม หรือ โมเดลโรงเรียนผู้สูงอายุเทศบาลตำบลเสริมงาม ประกอบไปด้วย 3 ด้าน ที่เป็นหลักสูตรโรงเรียนผู้สูงอายุวิถีคนเสริม ได้แก่

               1) ด้านความรู้ การส่งเสริมความรู้ของคนในท้องถิ่นคนเมืองเสริม โดยการสร้างการมีส่วนร่วมของผู้สูงอายุให้เกิดความสุขและกิจกรรมที่ใช้ความรู้จากปราชญ์ในชุมชนเน้นการให้ความรู้ที่มีอยู่ในชุมชน รวมทั้งความรู้เกี่ยวกับดูแลสุขภาพ การแนะแนวหรือแนะนำการปฏิบัติตัวของผู้สูงอายุที่ติดสังคม ติดบ้าน หรือติดเตียงเพื่อให้มีสุขภาพที่แข็งแรงได้

               2) ด้านวัฒนธรรมและวิถีชีวิตตำราพื้นบ้าน การทำใบศรี การทำตลาดพื้นบ้าน ในด้านนี้พบว่า การถ่ายทอดภูมิปัญญาท้องถิ่นและการสืบสานวัฒนธรรมของชุมชนในท้องถิ่นตำบลเสริมงามสามารถส่งเสริมให้เกิดความสัมพันธ์ของคนในชุมชนได้ระหว่างผู้รู้ในชุมชนด้านวัฒนธรรม และภูมิปัญญาท้องถิ่น

               3) ด้านนันทนาการและสุขภาพการส่งเสริมนันทนาการในชุมชน และการส่งเสริมสุขภาพชุมชนเป็นด้านที่ได้รับความสำคัญเป็นอย่างยิ่ง โดยเฉพาะอย่างยิ่งกิจกรรมที่เกี่ยวข้องผู้สูงอายุ และกิจกรรมเสริมสร้างการดูแลสุขภาพของผู้สูงอายุ

             The article entitled “Participatory Action Research For Developing the Piloted Curriculum of Geriatric School in Local Government: A Case Study of Soem Ngam Municipality, Soem Ngam District, Lampang Province” aimed to 1) study the context, the conditions and the needs to create the piloted curriculum  of geriatric school in the areas of Soem Ngam Municipality, Soem Ngam district, Lampang province, 2) create the piloted curriculum of geriatric school based on the concept of participatory action which was considered an innovation conforming to the context of Soem Ngam Municipality, Soem Ngam district, Lampang province, by using qualitative research, together with the use of participatory action research - PAR process.  The researcher used content analysis and thematic analysis by gathering the data from the interviews, group discussion, forums, and participant observation, which was considered usage of the community in Soem Ngam Municipality as the study area.

               Research found that the piloted curriculum of geriatric school in the areas of Soem Ngam Municipality, Soem Ngam district, Lampang province, under the curriculum of the geriatric people in Soem Ngam way of life or the school model for the seniors of Soem Ngam Municipality consisted of 3 areas as follows.

               1) Knowledge referred to knowledge acquisition among the local people in Soem Ngam area by supporting the participation of the elderly with happiness and creating activities which applied knowledge provided by community’s philosophers emphasizing all types of existing knowledge in the area including knowledge of health care, advice or guidance for the elderly with social addiction, bed ridden, and homebody stay healthy.

               2) Culture and way of life included folk texts, making of Bai Sri, folk marketing which the study in this area revealed that propagation of local wisdom and tradition of the locals in Soem Ngam sub-district could foster relationships of people and relationships among the experts in culture and local wisdom in the community.

               3) Health and recreational activities involved promoting recreational activities and developing community health as it was very important, especially the activities created for the elderly and promoting healthcare in the elderly.
