ความสัมพันธ์ระหว่างคุณลักษณะของผู้บริหารสถานศึกษากับประสิทธิผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1

Abstract

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) คุณลักษณะของผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรีเขต 1 2) ประสิทธิผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาขนาดเล็ก และ 3) ความสัมพันธ์ระหว่างคุณลักษณะของผู้บริหารสถานศึกษากับประสิทธิผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารและครูของสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1 จำนวน 230 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามลักษณะเป็นมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้วิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน

ผลการวิจัยพบว่า

1. คุณลักษณะของผู้บริหารสถานศึกษา สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรีเขต 1 โดยภาพรวมค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านความรู้ทางวิชาการมีค่าเฉลี่ยสูงสุด และด้านความสามารถในการบริหารมีค่าเฉลี่ยต่ำที่สุด

2. ประสิทธิผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรีเขต 1 โดยภาพรวมค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า ด้านการประกันคุณภาพภายใน มีค่าเฉลี่ยสูงสุด และด้านการบริหารจัดการศึกษา มีค่าเฉลี่ยต่ำที่สุด

3. คุณลักษณะของผู้บริหารสถานศึกษาโดยรวมมีความสัมพันธ์เชิงบวกกับประสิทธิผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาขนาดเล็ก สำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1 อยู่ในระดับสูงมาก อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 เมื่อพิจารณาเป็นรายด้านพบว่าทุกด้านมีความสัมพันธ์เชิงบวกอยู่ในระดับสูงมาก อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 โดยด้านความรู้ทางวิชาการมีค่าสูงสุด รองลงมาคือ ด้านความสามารถในการบริหาร ด้านบุคลิกภาพ และด้านความเป็นผู้นำ อยู่ในอันดับสุดท้าย

Abstract

Presently, small schools of Phetchaburi Primary Educational Service Area Office 1, it was found that the Effective external quality assessment in second round, many schools have not been certified. Researcher was interested in doing this research with the purpose to study (1) the desirable characteristics of the school administrators of Phetchaburi Primary Educational Service Area Office 1, (2) the effectiveness of the external quality assessment, third round of the small schools, and (3) the relationship between desirable characteristics of the school administrators with the effectiveness of the external quality assessment, third round of the small schools, under Phetchaburi Primary Educational Service Area Office 1. The population in the study were administrators and teachers of small schools under Phetchaburi Primary Educational Service Area Office 1. The amount of the sampled group was of 230 people by using Stratified sampling techniques. Tools used in this research were questionnaires with a confidence of 0.890, 230 sets of data were collected back which was equal to 100 percent. The data were analyzed by using percentage, mean, standard deviation, Pearson’s Product Moment Correlation Coefficient.

The research finding were as follows:

1. The desirable characteristics of the school administrators of Phetchaburi Primary Educational Service Area Office 1, in the overall, the average was at high level. When considering in each aspect, it was found that the academic knowledge has the highest average and the ability of management had the lowest average.

2. The effectiveness of the external quality assessment, third round of the small schools of Phetchaburi Primary Educational Service Area Office 1, in the overall, the average was at high level. When considering in each aspect, it was found that the internal quality assurance had the highest average and education management had the lowest average.

3. The desirable characteristics of the schools administrators, in the overall, had positive relationship with the effectiveness of the external quality assessment , third round of the small schools, under Phetchaburi Primary Educational Service Area Office 1, was very high (r = .885) with statistically significant at the 0.01 level. When considering in each aspect, it was found that each aspect had positive correlation that was very high. The technical knowledge was at the maximum, followed by the ability to manage, personality and leadership was the last.
