The environmental management approach in Ubon Ratchathani Provincial Administrative Organization

The purposes of this research are to study the environmental management of Ubon Ratchathani Provincial Administrative Organization, including to study the problem and obstacles in the implementation of the environmental management approach for finding the solutions using by the principles of good governance in management. This study used the qualitative research methods, by two methods of data collection, such as 1) the documentary reviews, and 2) the in-depth interviews.

The results showed that Ubon Ratchathani Provincial Administrative Organization has the way for environmental management is the process of public policy in the awareness of environmental issues due to the political ongoing of the chief executive organization who have been direct elected for two consecutive terms. Moreover he has led the environmental problems to the policy making of Ubon Ratchathani Provincial Administrative Organization in the strategic plan, and the project is solving the drought problem, such as the piping irrigation project, etc..

The problems and obstacles in the implementation of Ubon Ratchathani Provincial Administrative Organization in the environmental problems, including the large area of Ubon Ratchathani province, cause a variety of environmental issues. It resulted in people needs have different requirements; different projects to response the real requirements in the area. In addition, Ubon Ratchathani Provincial Administrative Organization has the less budget for the projects such as the piping irrigation project. Many people in the area have requested Ubon Ratchathani Provincial Administrative Organization to do a lot, but cannot do all areas.

The problem solutions are increasing the participation of people in Ubon Ratchthani province to more. And Ubon Ratchathani Provincial Administrative Organization must increase the budget for environmental management, including must add the new titles and other environmental projects in the environmental problems of Ubon Ratchathani province.
