การพัฒนารูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วม สำหรับผู้สูงอายุเทศบาลตำบลน้ำโจ้ อำเภอแม่ทะ จังหวัดลำปาง (The Development of Aesthetic Activities Management Model by Participation for the Elder of Namjo Municipality, Maetha District, Lampang Province)

Abstract

                การวิจัยครั้งนี้มีวัตถุประสงค์หลักเพื่อพัฒนารูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุเทศบาลตำบลน้ำโจ้ อำเภอแม่ทะ จังหวัดลำปาง และวัตถุประสงค์เฉพาะ 1) เพื่อศึกษาสภาพและความต้องการในการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุเทศบาลตำบลน้ำโจ้ อำเภอแม่ทะ จังหวัดลำปาง 2) เพื่อสร้างรูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุเทศบาลตำบลน้ำโจ้ อำเภอแม่ทะ จังหวัดลำปาง 3) เพื่อประเมินรูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุเทศบาลตำบลน้ำโจ้ อำเภอแม่ทะ จังหวัดลำปาง ดำเนินการวิจัยเป็น 4 ขั้นตอน ดังนี้ 1) ศึกษาสภาพและความต้องการในการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุ 2) การสร้างรูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุโดยการจัดสนทนากลุ่มผู้ทรงคุณวุฒิ จำนวน 13 คน 3) การประเมินรูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุ กลุ่มผู้ให้ข้อมูล ได้แก่ แกนนำผู้สูงอายุจำนวน 30 คน 4) การปรับปรุงรูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วมสำหรับผู้สูงอายุ เครื่องมือที่ใช้ ได้แก่ แบบสัมภาษณ์ แบบสอบถาม แบบประเมิน ประเด็นการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์เนื้อหา (Content Analysis) และใช้ค่าสถิติพื้นฐาน ได้แก่ ความถี่
ร้อยละ ค่าเฉลี่ย ( ) และส่วนเบี่ยงเบนมาตรฐาน (S.D.)

               ผลการวิจัยพบว่า

1. การจัดกิจกรรมเชิงสุนทรียะฯ ประกอบด้วย กิจกรรมส่งเสริมด้านสังคม การออกกำลังกาย การเล่นเกมหรือกีฬา งานอดิเรก ส่วนกิจกรรมให้คำปรึกษาทางด้านกฎหมายสำหรับผู้สูงอายุยังไม่มีความชัดเจน
   ซึ่งรูปแบบการบริหารจัดการทั้ง 4 ด้าน ได้แก่ ด้านการวางแผนการดำเนินการจัดกิจกรรมเชิงสุนทรียะให้แก่ผู้สูงอายุ ด้านการจัดองค์กร ด้านการชี้นำ และด้านการควบคุมยังขาดความชัดเจนและไม่เป็นระบบ ไม่มีการรวมกลุ่มกันในการทำกิจกรรม โดยผู้สูงอายุมีความต้องการในการจัดกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วม และมีความต้องการในการบริหารจัดการกิจกรรมเชิงสุนทรียะโดยการมีส่วนร่วม ในภาพรวมอยู่ในระดับมากที่สุด 


2. รูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะฯ ประกอบด้วยการบริหารงาน 4 ด้าน ได้แก่
   ด้านการวางแผนการดำเนินการจัดกิจกรรมเชิงสุนทรียะ โดยภาคีเครือข่าย 4 กระทรวง ประกอบด้วย กระทรวงศึกษาธิการ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ กระทรวงมหาดไทย และกระทรวงสาธารณสุข รวมทั้งองค์การปกครองส่วนท้องถิ่น/เทศบาล มีหน้าที่ในการวางแผนและจัดทำแผนการจัดกิจกรรมเชิงสุนทรียะให้เป็นไปตามงบประมาณของทางราชการ ด้านการจัดองค์การ ด้านการชี้นำ และด้านการควบคุม โดยชมรมผู้สูงอายุ/เครือข่าย ได้แก่ กลุ่มอาสาสมัครในท้องถิ่น สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัด ศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอ โรงพยาบาลส่งเสริมสุขภาพตำบล
   พัฒนาชุมชน ศูนย์คุ้มครองคนไร้ที่พึ่ง ผู้นำทางศาสนา ตัวแทนผู้สูงอายุ และผู้ดูแลผู้สูงอายุ เป็นผู้สนับสนุนความคิด การทำงาน การบริหารจัดการ ตลอดจนขับเคลื่อนกิจกรรมจัดการกิจกรรมเชิงสุนทรียะสำหรับผู้สูงอายุ ซึ่งกิจกรรมเชิงสุนทรียะฯ ประกอบด้วย 1) กิจกรรมส่งเสริมด้านสังคม จำนวน 3 กิจกรรม 2) กิจกรรมการ
   ออกกำลังกาย จำนวน 4 กิจกรรม 3) กิจกรรมการเล่นเกมหรือกีฬา จำนวน 2 กิจกรรม 4) กิจกรรมการท่องเที่ยว จำนวน 1 กิจกรรม 5) กิจกรรมงานอดิเรก จำนวน 1 กิจกรรม 6) กิจกรรมให้คำปรึกษาทางด้านกฎหมายสำหรับผู้สูงอายุ จำนวน 1 กิจกรรม และ7) กิจกรรมการดูแลสุขภาพ จำนวน 4 กิจกรรม


3. รูปแบบการบริหารจัดการกิจกรรมเชิงสุนทรียะฯ มีผลการประเมินผลความเป็นไปได้และความเป็นประโยชน์ ในภาพรวมอยู่ในระดับมากที่สุด

        The main objective of this research was to develop the esthetic activity management model with the elderly participation of Namjo Subdistrict, Municipality, Maetha District, Lampang province and the particular objectives were 1) to study the conditions and needs in the esthetic activity management with the elderly participation 2) to construct the esthetic activity management model with the elderly participation 3) to evaluate the esthetic activity management model with the elderly participation. The researchers had four steps of research procedure as follows: 1) To study the conditions and needs in the esthetic activity management from 9 knowledgeable people and the sample was 317 elderly. 2) To construct the esthetic activity management model under the focus group discussion with 13 experts.
3) To evaluate the esthetic activity management model with 30 elderly leaders.
And 4) To improve the esthetic activity management model. The research instruments were the interviews, the questionnaires, the evaluations, and the focus group discussion topics.
The data were analyzed by the content analysis, and the statistics for frequency, mean and standard deviation.

               The findings of the research were as follows:

1. The esthetic activity management consisted of social promoting activity, exercising activity, game and sport activity, pastime activity and law consulting activity which was not clear for details. The four management models; planning, organization management, conducting and controlling were unclear and unsystematic and no group activity. The need of participating in the esthetic activity of the elderly and the need of esthetic activity management of the elderly also was in the highest level.


2. There were 4 parts of the esthetic activity management model which firstly was
   a plan of the activity conduction in cooperation of the Ministry of Education, the Ministry of Social Development and Human Security, the Ministry of Interior and the Ministry of Public Health including the Local Administrative Organization/Municipality. The part of organization management, conducting, and controlling the model was conducted by the local volunteers, the Provincial Social Development and Human Security Office, the District Non-Formal and Informal Education Centre, Sub-district Health Promoting Hospital, the Community Development Office, the Homeless People Protection Center, Religious Leaders, elderly representatives and caregivers. They also performed the six activities which were three social promoting activities, four exercising activities, two game and sport activities, one touring activity, one pastime activity, one law consulting activity, and four health caring activities.


3. The esthetic activity management model with the elderly participation of Namjo Subdistrict Municipality, Maetha District, Lampang province had the possibility and utility evaluation in the highest level
