แนวทางการบริหารการเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี

Abstract

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารการเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี 2) ศึกษาปัจจัยที่ส่งผลต่อการบริหารการเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี และ 3) หาแนวทางที่เหมาะสมในการบริหารการเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี เก็บข้อมูลเบื้องต้นด้วยระเบียบวิธีวิจัยเชิงปริมาณ จากกลุ่มตัวอย่าง ผู้รับบริการผ่านด่านตรวจคนเข้าเมือง จังหวัดจันทบุรี จำนวน 396 คน และดำเนินการศึกษาเชิงคุณภาพ โดยใช้แบบสัมภาษณ์แบบมีโครงสร้างจากผู้ให้ข้อมูลสำคัญคือ ผู้บริหารหรือหัวหน้าด่านตรวจคนเข้าเมือง จังหวัดจันทบุรี  จำนวน 14 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า

1.    การบริหารการเปลี่ยนแปลง โดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านจากค่าเฉลี่ยมากที่สุดลงไป 3 อันดับ คือ ด้านบริการคนต่างด้าว ด้านสืบสวนปราบปรามและส่งกลับ และด้านงานอำนวยการ ส่วนปัจจัยการบริหารการเปลี่ยนแปลง โดยรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านจากค่าเฉลี่ยมากที่สุดลงไป 3 อันดับ คือ ด้านกลยุทธ์การเปลี่ยนแปลง ด้านการตระหนักถึงความจำเป็นในเรื่องการเปลี่ยนแปลง และด้านผู้นำการเปลี่ยนแปลง

2.    ปัจจัยที่ส่งผลต่อการบริหารการเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี ได้แก่ ด้านกลยุทธ์การเปลี่ยนแปลง ด้านวัฒนธรรมองค์การ ด้านผู้นำการเปลี่ยนแปลง ด้านเทคโนโลยีเพื่อการเปลี่ยนแปลง และด้านการตระหนักถึงความจำเป็นในเรื่องการเปลี่ยนแปลง และมีสัมประสิทธิ์การทำนาย คิดเป็นร้อยละ 89.10 

3.    แนวทางที่เหมาะสมในการบริหารเปลี่ยนแปลงของตำรวจตรวจคนเข้าเมือง จังหวัดจันทบุรี ได้แก่ การเตรียมความพร้อมของบุคลากรเพื่อรับกับการเปลี่ยนแปลง การส่งเสริมให้ข้าราชการตำรวจมีส่วนร่วมแสดงความคิดเห็น ให้ข้อมูลของปัญหาอุปสรรคที่เกิดขึ้นจากการปฏิบัติงาน การมีวิสัยทัศน์ และสนับสนุนการเปลี่ยนแปลงของผู้นำ การนำเทคโนโลยีมาประยุกต์ใช้ในการปฏิบัติงานอย่างเพียงพอ และการปลูกฝังพฤติกรรมและทัศนคติของข้าราชการตำรวจเพื่อให้เกิดการเปลี่ยนแปลงที่ยั่งยืน

Abstract

Current reform public administration affecting to the dynamics of the public sector, including the Royal Thai Police. Immigration was another police agency has affected them because the uncertain cause against the new structure within the organization. Researcher was interested, the purposes of this research were to:  1) study the change management performed of Chanthaburi Immigration, 2) study the factors affecting change management performed of Chanthaburi Immigration, and 3) determine the appropriate approaches for change management of Chanthaburi Immigration. Primary data were collected by using quantitative method from 396 patients for Chanthaburi Immigration. Then, the qualitative data were collected from 14 key police administrators and head of Chanthaburi Immigration by using a structured interview form. The statistics used for data analysis were percentage, mean, standard deviation and stepwise multiple regression analysis. The research results were as follow:

1.    The change management performed was overall at a high level ranging from the highest 3 level of foreign service, investigation suppression and returns, and director,  then the factors of the change management performed was overall at a high level ranging from the highest 3 level of the strategic change, recognition of the need for change, and leadership for changes.

2.    Factors affecting in change management performed by Chanthaburi Immigration included the strategic change, organizational culture, leadership for changes, technology for change, and recognition of the need for change and 89.10 percent of prediction coefficient.

3.    The appropriate approaches for change management of Chanthaburi Immigration included preparing the personnel to accept change, encouraging the officers to participate in providing opinions and information of problems, envisioning of the leaders and support for change, applying adequate technology in working, and enhancing the police officers’ behaviors and attitudes for sustainable change.
