การให้ความหมาย รูปแบบการดำเนินกิจกรรม และการมีส่วนร่วมในกิจกรรม ด้านความรับผิดชอบต่อสังคมของพนักงานการประปานครหลวง สาขาบางบัวทอง

Abstract

บทคัดย่อ

               งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการให้ความหมาย  รูปแบบการดำเนินกิจกรรม  และการมีส่วนร่วมในกิจกรรมด้านความรับผิดชอบต่อสังคมของพนักงานการประปานครหลวง  สาขาบางบัวทอง   เป็นการศึกษาด้วยระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative Research Methodology)  เก็บรวบรวมข้อมูลโดยการสัมภาษณ์แบบเจาะลึก (In-depth interview)  และ  การสัมภาษณ์กลุ่มเฉพาะ (Focus group interviews)  กลุ่มผู้ให้ข้อมูลที่ใช้ในงานวิจัยนี้  คือ  พนักงานการประปานครหลวง สาขาบางบัวทอง  การศึกษานี้พบว่า

               1.  พนักงานการประปานครหลวง  สาขาบางบัวทอง  ให้ความหมายความรับผิดชอบต่อสังคม  หมายถึง การใช้หลักจริยธรรมและการจัดการที่ดี โดยมุ่งเน้นต่อสังคมส่วนรวมเป็นหลัก  ไม่คำนึงถึงผลประโยชน์ส่วนบุคคล  หรืออาจหมายถึง  บทบาท  ภาระหน้าที่ในการรับผิดชอบต่อสังคม ทั้งสภาพแวดล้อม พนักงาน ชุมชน และผู้มีส่วนได้ส่วนเสีย  เป็นการแสดงออกถึงความรับผิดชอบขององค์กร  ในการช่วยเหลือให้ผลประโยชน์สะท้อนกลับคืนสู่สังคม  ซึ่งหากองค์กรมีการทำงานหรือการกระทำใดๆ ที่แสดงให้เห็นว่า  ใส่ใจและให้ประโยชน์กับสังคม  ก็จะได้รับการตอบรับที่ดีจากมวลชน

               2.  รูปแบบการดำเนินกิจกรรมด้านความรับผิดชอบต่อสังคมของการประปานครหลวง  เปรียบได้กับ “ธารน้ำแห่งความรับผิดชอบต่อสังคม  จากต้นน้ำ  สู่ปลายน้ำ”  โดยแบ่งกิจกรรมการดำเนินงานด้านความรับผิดชอบต่อสังคม  ตามมาตรฐาน ISO 26000  แยกตามลำดับสายธาร  ดังนี้  1)  กิจกรรมความรับผิดชอบต่อสังคมแบบต้นน้ำ  เป็นกิจกรรมที่เกี่ยวกับการบริหารจัดการด้านสิ่งแวดล้อม  2)  กิจกรรมความรับผิดชอบต่อสังคมแบบกลางน้ำ  เป็นกิจกรรมที่เกี่ยวกับการกำกับดูแลกิจการที่ดี  สิทธิมนุษยชน  สิทธิแรงงาน  3) กิจกรรมความรับผิดชอบต่อสังคมแบบปลายน้ำ  เป็นกิจกรรมที่เกี่ยวกับการดำเนินธุรกิจที่เป็นธรรม  ความรับผิดชอบต่อผู้บริโภค  และการมีส่วนร่วมในการพัฒนาสังคมและชุมชน  นอกจากนี้  ยังให้ความสำคัญในด้านการสื่อสารและรายงานด้านความรับผิดชอบต่อสังคม  และการมีส่วนร่วมของผู้มีส่วนได้ส่วนเสียด้วย

               3.  พนักงานการประปานครหลวงทุกคนมีส่วนร่วมในการดำเนินกิจกรรมด้านความรับผิดชอบต่อสังคมขององค์กร  ในลักษณะการดำเนินความรับผิดชอบต่อสังคมที่อยู่ในกระบวนการทำงานและหน้าที่ความรับผิดชอบหลัก (CSR-in-process)   รวมทั้งกิจกรรมหรือโครงการความรับผิดชอบต่อสังคมขององค์กร (CSR-after-process)  ที่องค์กรจัดขึ้น  การดำเนินกิจกรรมความรับผิดชอบต่อสังคมของการประปานครหลวง ที่ผ่านมามีปัญหาและอุปสรรค  คือ  ผู้มีส่วนได้ส่วนเสีย  ได้แก่  รัฐ  พนักงาน  คู่ค้า  ลูกค้า  ชุมชน  และสังคม  ไม่ทราบข้อมูลข่าวสารด้านการดำเนินกิจกรรมความรับผิดชอบต่อสังคมของการประปานครหลวง  เนื่องจากองค์กรยังขาดการสื่อสารและประชาสัมพันธ์ที่มีประสิทธิภาพ

Abstract

               The purpose of this study was to study the definition, meaning, pattern of activities and participation in social responsibility of  the Metropolitan Waterworks Authority workers, Bang Bua Thong branch. This study was the qualitative research methodology. The data were collected by In-depth and Focus group interviewed the Metropolitan Waterworks Authority workers, Bang Bua Thong branch. The results were as follows:

               1.  The Metropolitan Waterworks Authority workers, as mentioned pointed out the importance participating corporate social responsibility meaning, utilization of morals and best management focus for society mainly in public and not consider to individual benefit. or meaning of obligation responsibility for society and all environment staff gained and lossed personnel in expressing the organization responsibility to support benefit to society. If the organization did or performed any activity showing and caring that benefit to society should get the acknowledgement from society.

               2.  Pattern of social responsibility activities of Metropolitan Waterworks Authority was like part of a stream of river from the beginning to the end, assigned task corporate social responsibility. According to ISO 26000 was divided as follows: 1) Corporate social responsibility as the Upstream is the environment process activity. 2) Corporate social responsibility as the Central was human rights of organizations. 3) Corporate social responsibility as the Downstream was equitable for consumer and involved in developing the society and community.

               3.  The Metropolitan Waterworks Authority workers were participated in  responsibility activities proceeding mainly (CSR-in-process), including activities or projects of social responsibility that organization has established (CSR-after-process). The proceeding operation social responsibility of The Metropolitan Waterworks Authority, In the past, the problems and difficulty to gain and loss personnel were state nation stuff, partnership, client, community and society, there was no information of social responsibility activities of Metropolitan Waterworks Authority because there was not efficient public relation and communication.
