การมีส่วนร่วมของประชาชนในการปกครองส่วนท้องถิ่น: กรณีศึกษาองค์การบริหารส่วนตำบล ในคลองบางปลากด อำเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ

บทคัดย่อ

            การวิจัยนี้เป็นการนำเสนอผลการศึกษา ระดับการมีส่วนร่วมและปัจจัยที่มีความสัมพันธ์ต่อการมีส่วนร่วมของประชาชนในการปกครองส่วนท้องถิ่นขององค์การบริหารส่วนตำบลในคลองบางปลากด อำเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ และเสนอแนะแนวทางพัฒนาการส่งเสริมการมีส่วนร่วมของประชาชนในเขตพื้นที่ขององค์การบริหารส่วนตำบลในคลองบางปลากด อำเภอพระสมุทรเจดีย์ จังหวัดสมุทรปราการ ประชากร คือ ตัวแทนครัวเรือนที่อยู่ในเขตองค์การบริหารส่วนตำบลในคลองบางปลากด จำนวน 391 คน เก็บรวบรวมข้อมูลโดยแบบสอบถามและใช้สถิติวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ และวิเคราะห์ความสัมพันธ์ของปัจจัยต่างๆ ต่อการมีส่วนร่วมในการปกครองส่วนท้องถิ่นโดยใช้สถิติการทดสอบไคสแควร์ และใช้ค่าแกรมม่าวัดความสัมพันธ์ของตัวแปร ที่ระดับความมีนัยสำคัญทางสถิติที่ 0.05

            ผลการวิจัยสรุปคือ 1) ระดับการมีส่วนร่วมของประชาชนในการปกครองส่วนท้องถิ่นขององค์การบริหารส่วนตำบลในคลองบางปลากด อยู่ในระดับปานกลาง 2) ปัจจัยที่มีความสัมพันธ์ต่อการมีส่วนร่วมของประชาชนในการปกครองส่วนท้องถิ่นขององค์การบริหารส่วนตำบลในคลองบางปลากด อย่างมีนัยสำคัญทางสถิติ (P<0.05) ได้แก่ อายุ อาชีพ รายได้ สถานภาพครอบครัว การรับรู้ข่าวสาร และระยะเวลาในการอาศัยในพื้นที่ 3) ข้อเสนอแนะต่อการพัฒนาการมีส่วนร่วมของประชาชนคือ องค์การปกครองส่วนท้องถิ่นฯ ควรเร่งรัดหามาตรการ ส่งเสริมการมีส่วนร่วมของประชาชน โดยคำนึงถึงการจัดกิจกรรมที่เหมาะสม เพื่อสร้างโอกาสให้กลุ่มประชาชนที่มีข้อจำกัดในด้านเวลา อาชีพ รายได้ มีโอกาสเข้ามาส่วนร่วมกับองค์กรปกครองส่วนท้องถิ่น ด้วยการสร้างแรงจูงใจ การให้ข้อมูลข่าวสารในทุกรูปแบบ เพื่อให้ประชาชนรับรู้ในสิทธิ คุณค่า ผลประโยชน์ และมีโอกาสมีส่วนร่วมเพิ่มมากขึ้น 

Abstract

            The purposes of this research were to study, the level of participation and factors affecting the relationship people’s participation in local administration of Tambon Naikhlong Bangplakot Administration Organization, Phrasamut Chedi, Samutprakarn, and recommended guidelines of promote development in local administration of Tambon Naikhlong Bangplakot Administration Organization, Phrasamut Chedi, Samutprakarn. The samples, agents of the household, were 391. Data was collected by using questionnaires. The statistical methods used for this quantitative analysis were frequency distribution, percentage and analysis of the relationship of various factors in local administration by testing the research assumption, Chi-Square, Gamma in with the level of statistical significant at 0.05.

            The result of the study revealed that. 1) The level people’s participation in local administration of Tambon Naikhlong Bangplakot Administration Organization, were all medium level in all aspects. 2) The factors resulting to people’s participation in local administration of Tambon Naikhlong Bangplakot Administration Organization, statistical significance (P<0.05), were age, occupation, income, status, information and time spent in the area. 3) The recommended of people's participation to development were: the local administration should the expedited measures, promoting people's participation, appropriate activities that take into account, to create opportunities for people with limited in time, occupation, income, have the opportunity to participate of administration organization, motivation, information on all the forms, to make people aware of their rights, value, benefits and have increasing opportunities to participate.
