เหลียวหลังแลหน้า 37 ปี ความสัมพันธ์ไทย – จีน : มุมมองทฤษฎีสรรค์สร้างนิยม – จากมิตรเป็นศัตรูจากศัตรูสู่มิตร

บทคัดย่อ

               ประเทศไทยและประเทศจีนมีความสัมพันธ์กันมาช้านานตั้งแต่สมัยโบราณกาลจนถึงปัจจุบัน จากหลักฐานทางประวัติศาตร์ที่ปรากฏพบว่าไทยและจีนได้เริ่มมีการติดต่อไปมาหาสู่กันเมื่อสองพันกว่าปีมาแล้ว โดยเริ่มตั้งแต่สมัยราชวงศ์ฮั่นเรื่อยมาจนถึงยุคปัจจุบัน  จากอุดมการณ์ทางด้านการเมืองที่แตกต่างกันไปในแต่ละยุค ทำให้สายสัมพันธ์ของทั้งสองประเทศต้องหยุดชะงักงันไปบ้าง อย่างไรก็ดีเนื่องด้วยความพยายามของทั้งสองฝ่ายอย่างแข็งขัน ในที่สุดก็ทำให้ไทยและจีนได้มีโอกาสกลับมาสานสัมพันธ์ทางการทูตกันใหม่ได้อีกครั้งในปี พ.ศ.2518  จากนั้นไทยและจีนก็ได้พัฒนาความสัมพันธ์อันดีต่อกันเรื่อยมาจนถึงปัจจุบัน นับจากอดีตเป็นต้นมา ความสัมพันธ์ไทย-จีนได้เริ่มต้นจากที่มีลักษณะเป็นมิตรแล้วกลายมาเป็นศัตรู และจากศัตรูได้กลับกลายมาเป็นมิตรอีกครั้ง ลักษณะความสัมพันธ์ระหว่างประเทศแบบนี้เป็นเรื่องที่ไม่ได้เกิดขึ้นง่ายดายนัก

               บทความนี้ผู้เขียนพยายามอธิบายปรากฏการณ์ความสัมพันธ์ไทย-จีนว่าเป็นไปตามแนวคิดของทฤษฎีสรรค์สร้างนิยม ซึ่งนโยบายต่างประเทศของประเทศทั้งสองมิได้จำกัดอยู่ที่ผลประโยชน์ด้านวัตถุซึ่งจะเน้นในเรื่องของอำนาจและผลประโยชน์แต่เพียงอย่างเดียว แต่ยังให้ความสำคัญกับประโยชน์ด้านความคิดได้แก่  1.บรรทัดฐาน  2.อัตลักษณ์  และ3.วัฒธรรมอีกด้วย

Abstract

               “Looking back and looking towards 37 years of Sino-Thai relationships: From friend to be enemy, from enemy to be friend: Constructivism perspective.”

            Thailand and China have a long history of relationship that started from the ancient time. The relationships of two countries have begun for more than 2,000 years since the Han Dynasty era. Due to the different political ideology in the different period of times, to lead the Thai government made a different decision of foreign policy towards China. However, by the efforts of the two sides, Thailand and China have finally made a formal diplomatic relationship again in 1975. At the beginning of the history, Thailand-China relationships were started from friends, then became enemies, and from the enemies became friends at last. This kind of international relation is not simple to be happened. In this article, the authors seek to explain the relationship between Thailand and China which based on the concept of Constructivism theory that the foreign policy of the two countries are not only depend on power and interest of the “Material Interest” but to insist on “Ideational Interest” as such Norm, Identity and Culture.”
