ประสิทธิภาพและกุญแจแห่งความสำเร็จในการดำเนินการสหกรณ์การเกษตร : การศึกษาเพื่อสร้างทฤษฎีฐานราก

บทคัดย่อ

               การวิจัยนี้มีวัตถุประสงค์ คือ 1) เพื่อค้นหาความหมายของการดำเนินงานของสหกรณ์การเกษตรที่มีประสิทธิภาพ 2) เพื่อสร้างทฤษฎีเกี่ยวกับกุญแจแห่งความสำเร็จในการดำเนินงานของสหกรณ์การเกษตร และ 3) เพื่อพยากรณ์ถึงแนวโน้มในการการดำเนินงานของสหกรณ์การเกษตร การวิจัยนี้เป็นการวิจัยเชิงคุณภาพเพื่อหาข้อสรุป  เชิงทฤษฎีจากมุมมองและทัศนะของข้าราชการกรมตรวจบัญชีสหกรณ์และกรมส่งเสริมสหกรณ์ กำหนดตัวอย่างเชิงทฤษฎีด้วยคุณสมบัติ คือ เป็นข้าราชการของทั้ง 2 กรม ที่มีความรู้ความเชี่ยวชาญต่อปัญหาสหกรณ์การเกษตรและมีประสบการณ์ทำงานไม่น้อยกว่า 20 ปี ใช้แบบแผนการสุ่มตัวอย่างเป็นแบบเจาะจงและแบบสโนว์บอล จำนวน 15 คน เก็บรวมข้อมูลด้วยวิธีการสัมภาษณ์ระดับลึก การสังเกตและจดบันทึก และการศึกษาเอกสาร ผลการวิจัยพบว่า 1) สหกรณ์การเกษตรที่มีประสิทธิภาพมีความหมาย 2 ความหมาย คือ ด้านคุณภาพชีวิตของสมาชิกและด้านการจัดการ 2) กุญแจแห่งความสำเร็จในการดำเนินงานสหกรณ์เกษตรมี 8 ประการ คือ การมีส่วนร่วมของสมาชิก ความเสียสละของกรรมการ พนักงานที่ซื่อสัตย์ ผู้ตรวจสอบกิจการที่ดี มีการบริการที่ทั่วถึง มีแผนธุรกิจ การจัดการเงินที่เป็นระบบ และมีธรรมาภิบาล และ 3) แนวโน้มในการการดำเนินงานของสหกรณ์การเกษตรมี 3 ด้าน คือ สถานการณ์อนาคตที่ดี สถานการณ์อนาคตที่ไม่ดี และสถานการณ์อนาคตที่เป็นไปได้มากที่สุด ในตอนท้ายของบทความได้นำเสนอข้อเสนอแนะเชิงทฤษฎีและข้อเสนอแนะในการปฏิบัติที่ได้จากผลวิจัย

Abstract

            This research was aimed 1) to find a meaning of agricultural cooperative operation with efficiency, 2) to theorize a grounded theory of key success of agricultural cooperative operation, and 3) to forecast a trend of agricultural cooperative operation. The study was qualitative research designed to find a theoretical conclusion in view of officers in Cooperative Auditing Department and Cooperative Promotion Department. A sample, theoretically determined with characteristics, was 15 officers who were expert in agricultural cooperative problem, and not less than 20 years of work experience. The researcher used purposive sampling and snowball sampling techniques to get the sample. The researcher collected data by in-depth interview, observation, note taking, and documentary study. The result showed that 1) agricultural cooperative with efficiency had 2 meanings: terms of member’s quality of life and management. 2) The key success of agricultural cooperative operation had 8 dimensions including member participation, sacrifice of board, personnel royalty, good company auditor, extensive service, systematic business plan, finance management, and good governance, and 3) the trend of agricultural cooperative operation had 3 dimensions: good future situation, bad future situation, and most possible future situation. At the end of article, the researcher also proposed both theoretical and practical suggestions from the study.
