ความสัมพันธ์ระหว่างกระบวนการบริหารกับความสำเร็จ ในการบริการขององค์การบริหารส่วนตำบลในเขตอำเภอบ้านลาด จังหวัดเพชรบุรี

บทคัดย่อ

               การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากระบวนการบริหารและความสำเร็จในการบริการขององค์การบริหารส่วนตำบลในเขตอำเภอบ้านลาด 2) ศึกษาความสัมพันธ์ระหว่างกระบวนการบริหารกับความสำเร็จในการบริการขององค์การบริหารส่วนตำบลในเขตอำเภอบ้านลาด 3) หาแนวทางการบริหารที่เหมาะสมขององค์การบริหารส่วนตำบล ในเขตอำเภอบ้านลาด จังหวัดเพชรบุรี  โดยใช้วิธีวิจัยแบบผสม ระหว่างวิธีวิจัยเชิงปริมาณจากกลุ่มตัวอย่าง ได้แก่ บุคลากร ที่ปฏิบัติหน้าที่ในองค์การบริหารส่วนตำบลในเขตอำเภอบ้านลาด  จำนวน  159  คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม และการวิจัยเชิงคุณภาพ โดยใช้แบบสัมภาษณ์อย่างมีโครงสร้าง จากผู้ให้ข้อมูลสำคัญคือ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น จำนวน 14 คน  วิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ใช้สถิติสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน และการวิเคราะห์เนื้อหา

          ผลการวิจัยพบว่า  1.กระบวนการบริหาร โดยภาพรวมอยู่ในระดับมาก  เรียงลำดับจากค่าเฉลี่ยจากสูงสุดลงไป ได้แก่ ด้านบริหารจัดการงบประมาณ ด้านกลยุทธ์การจัดโครงสร้างองค์การ ด้านการวางแผนเชิงกลยุทธ์ ด้านการบริหารแบบมีส่วนร่วม   ด้านการบริหารงานบุคคล ด้านการรายงานผลลัพธ์ของโครงการ และด้านการสื่อสารขององค์การ ส่วนความสำเร็จในการบริการโดยภาพรวมอยู่ในระดับมาก เรียงลำดับจากค่าเฉลี่ยสูงสุดลงไป ได้แก่ ด้านกระบวนการภายใน ด้านการเงิน ด้านการเรียนรู้และการพัฒนา และด้านประชาชน/ผู้มีส่วนได้ส่วนเสีย ตามลำดับ  2. กระบวนการบริหารกับความสำเร็จในการบริการขององค์การบริหารส่วนตำบลในเขตอำเภอบ้านลาด จังหวัดเพชรบุรี โดยภาพรวมมีความสัมพันธ์กันทางบวกในระดับสูงอย่างมีนัยสำคัญทางสถิติที่ระดับ .01  3. แนวทางการบริหารที่เหมาะสมขององค์การบริหารส่วนตำบลในเขตอำเภอ   บ้านลาด จังหวัดเพชรบุรี  คือ ในการวางแผนเชิงกลยุทธ์ควรมีการกำหนดเป้าหมายการพัฒนาอย่างชัดเจน การนำเอาเทคโนโลยีมาช่วยดำเนินการ  ควรมีการวางแผนกำลังคน  ร่วมกันกำหนดให้เกิดแนวคิดร่วมกัน  การพัฒนาต้องเกิดจากร่วมมือกันของทุกหน่วยงาน  มีระบบการประเมินผลงาน และรายงานความก้าวหน้าในการปฏิบัติงาน และมีการวางแผนงบประมาณให้สอดคล้องกับแนวทางทางพัฒนาองค์การบริหารส่วนตำบล

Abstract

            The objectives of this research were to: 1) study administrative process and success in service provision of subdistrict administrative organizations in Ban Lat District, Phetchaburi Province, 2) Study relationship between administrative process and success in service of subdistrict administrative organizations in Ban Lat District, and 3) find out guidelines for proper administration of subdistrict administrative organizations in Ban Lat District, Phetchaburi Province. Mixed research methodology was used in this study. The questionnaire was used as a tool in quantitative research for collecting data given by 159 personnel working for subdistrict administrative organizations in Ban Lat District, and the structured interview form was used as a tool in qualitative research for collecting data given by 14 informants: administrators of subdistrict administrative organizations. The data were analyzed by using percentage, mean, standard deviation, Pearson’s Product Moment Correlation Coefficient and Content analysis.

          The research results were as follows  1. The administrative process and the success in service provision were overall at a high level. The aspects of administrative process, ranked in descending order of their means, were budget management, organization structuring strategy, strategic planning, participatory administration, human resource administration, project outcome report, and organizational communication. The aspects of success in service provision, ranked in descending order of their means, were internal process, finance, learning and growth, and stakeholders. 2. There was overall positive relationship at a high level with statistical significance at the .01 level between administrative process and success in service provision of subdistrict administrative organizations in Ban Lat District, Phetchaburi Province, and positive relationship with statistical significance at the .01 level between each aspect of administrative process and success in service provision was also found. 3. The guidelines for proper administration of subdistrict administrative organizations in Ban Lat District, Phetchaburi Province, consisted of determination of clear development goal in strategic planning, manpower planning and participation in creating shared ideas, evaluation system and report of work performance progress, budget planning conforming with strategy for developing subdistrict administrative 

organizations, technology being used in administration, and development that resulted from cooperation of every sector.
