การพัฒนาศักยภาพบุคลากรในการใช้ระบบเทคโนโลยีสารสนเทศ ในองค์การบริหารส่วนตำบลควนศรี อำเภอบ้านนาสาร จังหวัดสุราษฎร์ธานี

Abstract

บทคัดย่อ

            การศึกษาครั้งนี้ มีวัตถุประสงค์ 1)เพื่อศึกษาถึงสภาพการณ์ปัจจุบันในการนำระบบเทคโนโลยีสารสนเทศมาในการปฏิบัติงานขององค์กรปกครองส่วนท้องถิ่น 2)เพื่อศึกษาถึงปัญหาและข้อจำกัดในการใช้ระบบเทคโนโลยีสารสนเทศในการปฏิบัติงาน 3)เพื่อศึกษาความคิดเห็นของบุคลากรที่มีต่อการใช้ระบบเทคโนโลยีสารสนเทศในการปฏิบัติงาน 4)เพื่อศึกษาถึงวิธีการพัฒนาศักยภาพบุคลากรในการใช้ระบบเทคโนโลยีสารสนเทศเพื่อการพัฒนาท้องถิ่น

            กลุ่มประชากรที่ศึกษาในครั้งนี้ ประกอบด้วย คณะผู้บริหารอบต. จำนวน 4 คน , สมาชิกสภาองค์การบริหารส่วนตำบล จำนวน 16 คน ,ข้าราชการส่วนท้องถิ่นจำนวน 15 คน และพนักงานจ้างจำนวน  8 คน รวมทั้งสิ้น 43 คน

            เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล จัดทำเป็นแบบสอบถาม แบ่งเป็น 4 ตอน ได้แก่ ตอนที่ 1 ข้อมูลทั่วไป เป็นแบบสอบถามเกี่ยวกับสถานภาพของผู้ตอบแบบสอบถาม ตอนที่ 2  เป็นแบบสอบถามเพื่อประเมินคุณลักษณะของผู้ตอบแบบสอบถามเบื้องต้นในการใช้ระบบเทคโนโลยีสารสนเทศ ตอนที่ 3 เป็นแบบสอบถามถึงความคิดเห็นต่อการดำเนินการพัฒนาการใช้เทคโนโลยี ตอนที่ 4 เป็นแบบสอบถามแบบแสดงความคิดเห็น

          ผลการศึกษาพบว่า ระบบเทคโนโลยีสารสนเทศที่ใช้ในการปฏิบัติงานเป็นระบบที่มีผู้ใช้งานที่ใช้ได้เฉพาะตำแหน่ง หรือสายงานที่เป็นผู้รับผิดชอบ ในแต่ละระบบจึงมีผู้ใช้งานได้ในจำนวนน้อย การที่จะพัฒนาศักยภาพผู้ใช้งานนั้น จำเป็นต้องมีการฝึกอบรม  หรือสอนงานให้มากกว่าที่เป็นอยู่  ความคิดเห็นของผู้ตอบแบบสอบถามด้านบุคลากรเห็นว่าบุคลากรในองค์กรมีความสามารถในการใช้เทคโนโลยีสารสนเทศในระดับปานกลาง( = 2.86 , S.D.=0.56),นโยบายของผู้บริหารส่งเสริมการพัฒนาบุคลากรด้านการใช้เทคโนโลยีสารสนเทศในระดับปานกลาง( = 2.81 , S.D.=0.54),ปัญหาอุปสรรคที่เกิดขึ้นเกี่ยวกับการใช้ระบบเทคโนโลยีสารสนเทศเกิดจากปัญหาด้านบุคลากรในระดับปานกลาง( =2.88 ,S.D.=0.55) ด้านงบประมาณเห็นว่างบประมาณที่ส่งเสริมด้านการใช้เทคโนโลยีสารสนเทศในองค์กรมีความเหมาะสมในระดับปานกลาง( = 2.58 , S.D.=0.49), ผู้บริหารให้ความสำคัญต่อการใช้จ่ายงบประมาณส่งเสริมการใช้เทคโนโลยีสารสนเทศในองค์กรในระดับปานกลาง( = 2.67 , S.D.=0.51),ปัญหาและอุปสรรคที่เกี่ยวกับการดำเนินการด้านเทคโนโลยีสารสนเทศขององค์กรเกิดขึ้นจากปัญหาด้านงบประมาณในระดับน้อย( = 2.00 , S.D.=0.37), ด้านการบริหารจัดการเห็นว่าการบริหารจัดการ มีความเหมาะสมอยู่ในระดับปานกลาง( = 2.56 , S.D.=0.48), ปัญหาและอุปสรรคในการใช้ระบบเทคโนโลยีสารสนเทศขององค์กรเกิดปัญหาจากการบริหารจัดการอยู่ในระดับปานกลาง( = 2.56 , S.D.=0.48)

Abstract

            The purposes of this study were to 1) examine current conditions of information technology system implementation of local organization, 2) investigate problems and limitations of use of information technology system for operations, 3) inspect personnel’s opinions towards use of information technology system for operations, and 4) determine methods of personal development to use information technology system to develop local area.

            There were 43 samples consisting of 4 executives of Sub-District Administrative Organization, 16 members of Sub-District Administrative Organization Council, 15 local government officers, and 8 temporary staffs.

            The research tool for collecting data was questionnaires divided into 4 parts; Part 1 – General information related to status of respondents, Part 2 – Questions to evaluate basic characteristics of respondents associated with the use of information technology system, Part 3 – Questions linked to the opinions towards the development of technology implementation, and Part 4 – Questions allowing respondents to express their opinions.

          The results found that the information technology system could be accessed by some eligible users who were responsible for specific positions or responsibilities.  Therefore, there were only few users in each system.  On the other hand, the development of personal potential required more training programs.  Regarding to the respondents’ opinions towards the personnel, they agreed that the personnel ability to use the information technology system was at moderate level ( = 2.86, S.D.=0.56) and the executives’ policies on the personal development to use the information technology system was at moderate level as well (= 2.81 , S.D.=0.54).  Moreover, the problems of information technology system implementation were stemmed from internal personnel at moderate level ( = 2.8, S.D.=0.55) and the budget to suitably promote the information technology system implementation in the organization was at moderate level ( = 2.58 , S.D.=0.49).  Besides, the executives emphasized the importance of budget spending at moderate level ( = 2.67, S.D.=0.51) while the problems and obstacles of the operation of information technology caused by the budget problems were at low level ( = 2.00, S.D.=0.37).  Furthermore, the administration was appropriate at moderate level (= 2.56, S.D.=0.48) and the problems and obstacles of the information technology system implementation stemmed from the administrative problems were at moderate level ( = 2.56, S.D.=0.48)
