การพัฒนารูปแบบการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียง สำหรับสถานศึกษาขั้นพื้นฐาน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรี

บทคัดย่อ

            การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียงสำหรับสถานศึกษาขั้นพื้นฐาน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรี การดำเนินการวิจัยแบ่งเป็น 4 ขั้นตอน คือ 1) ขั้นสังเคราะห์เอกสารโดยการสังเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้องกับการบริหารงานวิชาการ หลักการและแนวคิดหลักปรัชญาของเศรษฐกิจพอเพียง 2) ขั้นสร้างรูปแบบ โดยการจัดทำร่างองค์ประกอบรูปแบบ การตรวจสอบความตรงร่างองค์ประกอบของรูปแบบโดยผู้ทรงคุณวุฒิ 5 คน และสร้างรูปแบบฉบับยกร่าง 3) ขั้นตรวจสอบรูปแบบด้านความเหมาะสมและความเป็นไปได้ของรูปแบบโดยผู้เชี่ยวชาญ 17 คน และตรวจสอบยืนยันความเหมาะสม และความเป็นไปได้ของรูปแบบโดยการจัดสนทนากลุ่มผู้เชี่ยวชาญ 7 คน 4) ขั้นประเมินรูปแบบการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียงสำหรับสถานศึกษาขั้นพื้นฐาน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรี โดยผู้บริหารสถานศึกษาพอเพียง จำนวน 65 คน ซึ่งเลือกกลุ่มตัวอย่างแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่แบบสอบถาม แบบบันทึกการสนทนากลุ่ม ประเด็นการสนทนากลุ่ม และเครื่องบันทึกเสียง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ มัธยฐาน พิสัยระหว่างควอไทล์ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

      ผลการวิจัยพบว่า รูปแบบการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียงสำหรับสถานศึกษาขั้นพื้นฐานในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุพรรณบุรี   มี  2  องค์ ประกอบคือ 1)กระบวนการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียง ได้แก่ การวางแผน การจัดองค์การ การนำและการควบคุมในขอบข่ายการบริหารงานวิชาการตามหลักปรัชญาของเศรษฐกิจพอเพียง 2)คุณลักษณะของผู้บริหารที่บริหารงานตามหลักปรัชญาของเศรษฐกิจพอเพียงและผลการประเมินรูปแบบพบว่ามีความเป็นประโยชน์ ความเป็นไปได้ ความเหมาะสมและความถูกต้องอยู่ในระดับมาก

Abstract

            The purposes of this research were to develop of an academic administration model according to the Sufficiency Economy Philosophy for schools under the Office of Suphanburi Educational Service Area. The research procedures consisted of 4 steps as follows: 1) synthesize academic administration document and researches and Sufficiency Economy Philosophy principles and ideas, 2) design a model by creating the element of the model, examine the validity of the element by 5 expert executives and create a draft model, 3) examine the suitability and possibilities of the model by 17 experts and concur the suitability and possibilities by 7 experts through focus group discussion, 4) evaluate the development of the academic administration model according to the Sufficiency Economy Philosophy for schools under the Office of Suphanburi Primary Educational Service Area by 65 purposive sampling and Sufficiency Economy Philosophy school administrators.  The research tools were questionnaire, focus group record, the focus group issues and tape recorder. The statistics used to analyze the data were median, interquartile range, mean and standard deviation.

The research findings revealed that the Development of an Academic Administration Model according to the Sufficiency Economy Philosophy for schools under the Office of Suphanburi  Primary Educational Service Area consists of two elements : 1) academic administration model according to the Sufficiency Economy Philosophy such as Planning, Organizing, Leading and Controlling the Academic Administration framework according to the Sufficiency Economy Philosophy, 2) the characteristics of the Sufficiency Economy Philosophy school administrators and the results of the model evaluation found that the usefulness, possibility, suitability and validity were at the high level.
