บ้านพุเข็ม ชุมชนหลังเขื่อน : กระบวนทัศน์ของชาวบ้านต่อการจัดการการท่องเที่ยวเชิงนิเวศบนฐานชุมชน พื้นที่อุทยานแห่งชาติแก่งกระจาน จังหวัดเพชรบุรี

บทคัดย่อ

               การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา  1) บริบทการท่องเที่ยวเชิงนิเวศบนฐานชุมชนบ้านพุเข็ม  ตำบลแก่งกระจาน อำเภอแก่งกระจานจังหวัดเพชรบุรี 2) การบริหารจัดการการท่องเที่ยวเชิงนิเวศบนฐานชุมชนบ้านพุเข็ม และ 3) กระบวนทัศน์ของชาวบ้านต่อการจัดการท่องเที่ยวบนฐานชุมชนบ้านพุเข็ม เขตพื้นที่อุทยานแห่งชาติแก่งกระจาน  จังหวัดเพชรบุรี  เป็นการวิจัยเชิงคุณภาพ ใช้วิธีวิทยาการศึกษาปรากฏการณ์ทางสังคม  และมีวิธีการเก็บข้อมูลคือ การสัมภาษณ์เชิงลึก การสังเกตแบบไม่มีส่วนร่วมผลการศึกษาพบว่าบริบท การท่องเที่ยวเชิงนิเวศบนฐานชุมชน“โฮมสเตย์บ้านพุเข็ม”มีศักยภาพด้านทรัพยากรธรรมชาติและกิจกรรมการท่องเที่ยวที่หลากหลาย ชาวบ้านส่วนใหญ่ประกอบอาชีพการทำประมงพื้นบ้านและการทำไร่เป็นหลักชุมชนบ้านพุเข็มได้รับการส่งเสริมและสนับสนุนให้เป็นแหล่งท่องเที่ยวด้วยแนวคิดการอนุรักษ์ทรัพยากรธรรมชาติและการมีอาชีพเสริมให้กับชาวบ้าน แต่ด้วยพลังในการบริหารจัดการของกลุ่มเริ่มลดน้อยลง ชาวบ้านที่เป็นสมาชิกเริ่มถอนตัว เนื่องจากปัญหาการเดินทางเข้ามาของนักท่องเที่ยวที่ลำบาก สมาชิกเริ่มรับนักท่องเที่ยวเองไม่ผ่านทางกลุ่มท่องเที่ยว อีกทั้งคณะกรรมการเริ่มท้อและถอนใจในการเดินหน้าพัฒนาไม่มีการประชาสัมพันธ์การท่องเที่ยวให้เป็นที่รู้จักในวงกว้าง ดำเนินกิจกรรมการท่องเที่ยวตามวิถีปกติแห่งตนเนื่องด้วยพื้นที่ในหมู่บ้านอยู่ในความดูแลของอุทยานแห่งชาติแก่งกระจาน  มีปัญหาระหว่างชาวบ้านและเจ้าหน้าที่ของรัฐในลักษณะซ่อนรูปและเงียบสงบ

Abstract

               This research aims to study “Baan Phu-Khem Community of  Dam : Paradiam of a community- based ecotourism tourism management, Kaeng Krachan National Park, Phetchaburi province” by focussing on  Context management and paradigm of Baan Phu-Khem community-based ecotourism tourism in Kaeng Krachan National Park Phetchaburi province. This research used qualitative method with phenomenology studies, in-dept interview and a non-participant observation. The results show that context of  community- based  ecotourism management “Baan Phu-Khem Home Stay”Baan Phu-Khem Community has the potential of natural resource and touristic activities. Occupations of  local people in community-based tourism were  artisanal fishery and agriculturists. Baan Phu-Khem Community has been support and encouragement  as a tourist attraction with the concept of preserve of natural resources and unearned income of  local people  But empowerment of the group was reduced. The local People who are members began to withdraw because the  tourist travel has difficulty.  The local peoples who are members of home stay touristic group don’t  want work  through a community- based ecotourism tourism group. The committee of a community- based ecotourism tourism group is discouraged to development of the group and don’t promote them. The community- based ecotourism  management can do by themselves.  Because Baan Phu-Khem as well is locating in the Kaeng Krachan National Park. Therefore authority of Kaeng Krachan National Park and Baan Phu-Khem’s local people had silent hidden and conflict.
