สภาพและปัญหาการดำเนินการบริหารงานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงชัย จังหวัดเชียงราย

บทคัดย่อ

            การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษา 1) สภาพการดำเนินงานการบริหารของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย 2) ปัญหาการดำเนินงานการบริหารของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย และ 3) แนวทางการดำเนินงานการบริหารของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่  ผู้บริหารกองการศึกษา  หัวหน้าศูนย์  ครูผู้ดูแลเด็ก  ผู้ดูแลเด็ก  และคณะกรรมการบริหารศูนย์  สังกัดองค์กรปกครองส่วนท้องถิ่น อำเภอเวียงเชียงรุ้ง จังหวัดเชียงราย จำนวน 8 แห่ง รวม 134 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ ประกอบด้วยระดับสภาพการดำเนินงานการบริหาร ค่าความเชื่อมั่น เท่ากับ 0.95 และระดับปัญหาการดำเนินงานการบริหารค่าความเชื่อมั่น เท่ากับ 0.97 และทั้งฉบับเท่ากับ 0.98 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ (%) ค่าเฉลี่ย (m) และค่าส่วนเบี่ยงเบนมาตรฐาน (s)

            ผลการวิจัยพบว่า สภาพการดำเนินงานการบริหารของศูนย์พัฒนาเด็กเล็ก ตามมาตรฐานของกรมส่งเสริมการปกครองท้องถิ่น โดยภาพรวมและรายด้านอยู่ในระดับมาก ด้านที่ดำเนินการบริหารมากที่สุด ได้แก่ ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย รองลงมา ได้แก่ ด้านวิชาการและกิจกรรมตามหลักสูตร  ด้านบุคลากรและการบริหารจัดการ และด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน ตามลำดับปัญหาการดำเนินงานการบริหารงานของศูนย์พัฒนาเด็กเล็ก ตามมาตรฐานของกรมส่งเสริมการปกครองท้องถิ่น โดยภาพรวมและรายด้านอยู่ในระดับน้อย ด้านมีปัญหาการดำเนินงานการบริหารอยู่ในระดับน้อย  โดยด้านที่มีค่าเฉลี่ยสูงที่สุด ได้แก่ ด้านบุคลากรและการบริหารจัดการ  รองลงมา ได้แก่ ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน  ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย และด้านวิชาการและกิจกรรมตามหลักสูตร ตามลำดับ และแนวทางการดำเนินการการบริหารศูนย์พัฒนาเด็กเล็ก ควรมีการดูแลบุคลากรด้านคุณภาพชีวิต สวัสดิการ    ขวัญและกำลังใจ และส่งเสริมให้บุคลากรในศูนย์พัฒนาเด็กเล็กได้รับทุนการศึกษาเรียนต่อในระดับที่สูงกว่าระดับ

ปริญญาตรี ควรเพิ่มห้องเรียนให้เพียงพอต่อจำนวนนักเรียน และมีการแบ่งห้องเรียนเป็นสัดส่วน บริเวณศูนย์พัฒนาเด็กเล็กควรจัดทำรั้วรอบขอบชิด เพื่อความปลอดภัยของเด็ก ควรจัดกิจกรรมที่พัฒนาเด็กให้มีความพร้อมทั้งด้านร่างกาย อารมณ์จิตใจ สังคม และสติปัญญาอย่างแท้จริง รวมทั้งการจัดระบบประกันคุณภาพภายในอย่างต่อเนื่อง และมีการประเมินผลตามสภาพจริงทุกๆปี ควรมีการแจ้งข้อมูลข่าวสารของศูนย์พัฒนาเด็กเล็กให้แก่ชุมชนที่ศูนย์พัฒนาเด็กเล็กตั้งอยู่ มีการเปิดโอกาสให้ผู้ปกครอง ผู้ปกครองและชุมชนได้เข้ามามีบทบาทในการจัดกิจกรรมและมีส่วนร่วมในการดำเนินงานของศูนย์พัฒนาเด็กเล็ก สนองความต้องการของชุมชนอย่างแท้จริง

Abstract

            This research was aimed to study 1) the Management Status of Child Development Centers of Local Administrative Organization in Wiangchiangrug District Chiangrai Province,       2) the Management Problems of Child Development Centers of Local Administrative Organization in Wiangchiangrug District Chiangrai Province and 3) the suggestion the Management Status of Child Development Centers of Local Administrative Organization in Wiangchiangrug District Chiangrai Province. The research population consisted executives education, center leaders, teachers, assistant teachers and committees on child development in 8 places, a total of 134 people. The instrument was the questionnaire with five-level scale included the level of state which the reliability was 0.95, the level of Problems which the reliability was 0.97, and the overall was 0.98. The statistics used in data analysis were percentage (%), mean  (m) and standard deviation (s).

            The results showed that the overall aspect towards State in Management of Child Development Centers were at a high level. The highest average were the building, environment and security followed by the academic and its activities, the curriculum, the personnel and management, the participation and support of the community in order. The results showed the overall aspect towards the Problems in Management of Child Development Centers were at a low level. The highest averages were the personnel and management followed by the participation, support of the community, the building, environment, security, the academic and its activities and the curriculum in order. Solving guidelines the Management of Child Development Centers of Local Administrative Organization in Wiangchiangrug District Chiangrai Province suggested that the curriculum the personnel and management should support the education of its personnel, their training, or job performance. The building and environment should be utilizing its facilities especially many of the corners were arranged to display and had a permanent fence. In terms of area development, it should 

find a new location for the Child Development Centers of Local Administrative Organization. The academic and its activities should be physically and mentally healthy, and had the knowledge and skills required in order assimilating the curriculum. The learners should be encouraged to learn from doing by directly experiencing activities in their daily. The management, the participation and support of the community should deliver the meeting agenda to public and the public relation activities should be organized on a regular basis by Child Development Centers by supporting a useful activity with the cooperation from both parents and the community.
