หลักการไม่แทรกแซงกิจการภายในและกลไกฉันทามติประสบความสำเร็จ และส่งเสริม พัฒนาการของการรวมกลุ่มอาเซียนเป็นอย่างมาก โดยเฉพาะในช่วงยี่สิบปีแรกของการก่อตั้งอาเซียน แต่ การปรากฏขึ้นของปัญหาสิทธิมนุษยชนในพม่าเป็นการท้าทายหลักการและกลไกดังกล่าว บทความนี้มุ่ง พิจารณาถึงผลกระทบของความเปลี่ยนแปลงในหลักการไม่แทรกแซงกิจการภายในและกลไกฉันทามติที่ เกิดจากปัญหาสิทธิมนุษยชนในพม่าที่มีต่อการรวมกลุ่มของอาเซียน พร้อมทั้งชี้ให้เห็นถึงปัจจัยที่อยู่ เบื้องหลังความสำเร็จ และความเปลี่ยนแปลงของหลักการและกลไกดังกล่าว ซึ่งเป็นหัวใจสำคัญของการ รวมกลุ่มของอาเซียน

Abstract

Non-Interference principle and consensus mechanism was successful and promoted ASEAN integration, especially in two decades after it was founded. But the emerging of human rights problems in Myanmar was the challenges to these principle and mechanism. This article examines the impact of changes in Non-Interference principle and consensus mechanism which caused by human rights problems in Myanmar that affected to ASEAN integration and indicate factors behind the scene of success and changes of the principle and mechanism which is the heart of ASEAN integration.
