พุทธบูรณาการเพื่อการพัฒนาสมรรถนะองค์การบริหารส่วนตำบล ในการเสริมสร้างชุมชนเข้มแข็ง

Abstract

           การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับสมรรถนะปัจจุบันตามแนวพระพุทธศาสนาขององค์การบริหารส่วนตำบล ในเขตพื้นที่ภาคเหนือตอนล่าง (2) ศึกษาระดับสภาพชุมชนเข้มแข็งในพื้นที่บริการขององค์การบริหารส่วนตำบลในเขตพื้นที่ภาคเหนือตอนล่าง (3) ศึกษาสมรรถนะปัจจุบันตามแนวพระพุทธศาสนาขององค์การบริหารส่วนตำบล ที่มีความสัมพันธ์กับระดับสภาพชุมชนเข้มแข็งในเขตพื้นที่ภาคเหนือตอนล่าง(4) ศึกษาตัวแปรพยากรณ์ปัจจัยสนับสนุนที่มีผลต่อสมรรถนะปัจจุบันตามแนวพระพุทธศาสนา กับระดับสภาพชุมชนเข้มแข็งในเขตพื้นที่ภาคเหนือตอนล่าง การวิจัยนี้เป็นการวิจัยเชิงปริมาณ (Quantitative Research) ประชากรที่กำหนดในการศึกษาครั้งนี้ ได้ศึกษาในพื้นที่เขตตรวจราชการที่ 17 และ 18 ได้แก่ ปลัดองค์การบริหารส่วนตำบล (อบต.) ในเขตพื้นที่ภาคเหนือตอนล่าง 5 จังหวัด ได้แก่จังหวัดอุตรดิตถ์ จังหวัดพิษณุโลก จังหวัดสุโขทัย จังหวัดกำแพงเพชร และจังหวัดพิจิตร รวมจำนวน 335 แห่ง การวิจัยครั้งนี้ เป็นการวิจัยเชิงปริมาณ ศึกษาจากประชากรทั้งหมด รวมจำนวน 335 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม เก็บรวบรวมข้อมูลทั้งหมดมาวิเคราะห์และประมวลผลโดยเครื่องคอมพิวเตอร์ใช้โปรแกรมสำเร็จรูปทางสถิติ สถิติที่ใช้วิเคราะห์ข้อมูลได้แก่ ค่าความถี่ (Frequency), ค่าร้อยละ (Percentage), ค่าเฉลี่ย (Mean), ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) และสถิติค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน (Pearson’s Product Moment Correlation Coefficient) หากพบความสัมพันธ์อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 จะวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน (Stepwise Multiple Regression Analysis)

           ผลการวิจัยพบว่า

           (1) ระดับสมรรถนะปัจจุบัน ในการเสริมสร้างชุมชนเข้มแข็งขององค์การบริหารส่วนตำบลตามแนวพระพุทธศาสนา ทุกด้าน โดยภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย  =3.66) เมื่อพิจารณารายด้าน พบว่าด้านสมรรถนะหลักด้านการยึดมั่นในความถูกต้องและจริยธรรม (ฆราวาสธรรมสี่) มีค่าเฉลี่ยสูงสุด (ค่าเฉลี่ย  =3.95) รองลงมาคือ ด้านสมรรถนะหลักด้านการบริการเป็นเลิศ (สังคหวัตถุสี่) (ค่าเฉลี่ย  =3.70) ส่วนค่าเฉลี่ยต่ำสุด (ค่าเฉลี่ย  =3.50) ในด้าน สมรรถนะหลักด้านความเข้าใจในองค์กรและระบบงาน (ภาวนาสี่)

           (2) ระดับสภาพชุมชนเข้มแข็งในพื้นที่บริการขององค์การบริหารส่วนตำบลในเขตพื้นที่ภาคเหนือตอนล่าง โดยภาพรวมอยู่ในระดับมาก (ค่าเฉลี่ย = 3.64) เมื่อจำแนกเป็นรายด้านพบว่า ความคิดเห็นต่อระดับสภาพชุมชนเข้มแข็ง ในเขตพื้นที่องค์การบริหารส่วนตำบล ในปัจจุบัน ค่าเฉลี่ยสูงสุด (ค่าเฉลี่ย = 3.85) ในด้านการเกื้อกูล อยู่ในระดับมาก รองลงมาคือด้านการมีส่วนร่วม อยู่ในระดับมาก (ค่าเฉลี่ย = 3.71) และด้านการพึ่งตนเอง อยู่ในระดับปานกลาง (ค่าเฉลี่ย = 3.37)

           (3) สมรรถนะปัจจุบันตามแนวพระพุทธศาสนาขององค์การบริหารส่วนตำบล ที่มีความสัมพันธ์กับระดับสภาพชุมชนเข้มแข็ง พบว่า มีค่าสัมประสิทธิ์สหสัมพันธ์โดยรวมอยู่ในระดับสูงมาก (r=0.86) เมื่อพิจารณาเป็นรายด้าน พบว่าด้านที่มีค่าสัมประสิทธิ์สหสัมพันธ์อยู่ในระดับสูงมาก  มีจำนวน 2 ด้าน ได้แก่  ด้านการบริการเป็นเลิศ (สังคหวัตถุสี่) และด้านการทํางานเป็นทีม (พรหมวิหารสี่)  รองลงมาคืออยู่ในระดับสูง มี 2 ด้านได้แก่ด้านการมุ่งผลสัมฤทธิ์ (อิทธิบาทสี่) และด้านความเข้าใจในองค์กรและระบบงาน (ภาวนาสี่) และระดับปานกลางอีก 1 ด้าน ได้แก่ ด้านการยึดมั่นในความถูกต้องและจริยธรรม (ฆราวาสธรรมสี่) ที่ระดับนัยสำคัญ .01

           (4) ตัวแปรพยากรณ์ปัจจัยสนับสนุนที่มีผลต่อ สมรรถนะปัจจุบันตามแนวพระพุทธศาสนา กับระดับสภาพชุมชนเข้มแข็งในเขตพื้นที่ภาคเหนือตอนล่าง มี 3 ด้านได้แก่ ด้านการทํางานเป็นทีม (X₅) ด้านการบริการเป็นเลิศ (X₄) และด้านการมุ่งผลสัมฤทธิ์ (X₁) อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 เรียงลำดับจากมากที่สุดไปหาน้อยที่สุด โดยนำค่าสัมประสิทธิ์การถดถอยของตัวแปรพยากรณ์มาเขียนสมการได้ดังนี้

                    1. สมการพยากรณ์ในรูปคะแนนดิบ  Ý = -.863 + .464(X₅) + .403(X₄) +.379(X₁)

                    2. สมการพยากรณ์ในรูปคะแนนมาตรฐาน  Z′_z = .427(Z₅) + .292(Z₄) +.286(Z₁)

           The objectives of this research were (1) to study the buddhist subdistrict administrative organization’s competency in The Lower Northern Thailand (2) to study the strengthen community in The Lower Northern Thailand (3) to study the buddhist subdistrict administrative organization’s competency associated with the strengthen community in The Lower Northern Thailand and (4) to study the independent variable to support the buddhist subdistrict administrative organization’s competency associated with the strengthen community in The Lower Northern Thailand This was the quantitative research. The sample was 335 personnel: governmental officers, from 335 subdistrict administrative organizations in Inspector for interior Ministry of the Interior 17 and 18. The research instruments for the data collection were questionnaire analyzed with the Statistical Packet for the Social Science, frequency, percentage, mean, standard deviation and Person’s product moment correlation coefficient. If there was the relation of the statistical importance at 0.05, it was analyzed with stepwise multiple regression analysis.

            A result of this study was found in the following aspects.

           (1) The buddhist subdistrict administrative organization’s competency was found that the high level (X = 3.66). When each aspect was considered, it was found that Integrity (Kharavasadhamma 4) (X = 3.95) was in the highest level. The inferior aspects were service mind (Sangkahawattu 4) (X = 3.70) . Finally, the lowest level was Organizational Awareness (Bavana 4) (X = 3.50).

           (2) The strengthen community in The Lower Northern Thailand was found that the high level (X = 3.64). When each aspect was considered, it was found that S-Social assistance (X = 3.85) was in the highest level. The inferior aspects were D-participation (X = 3.71). Finally, the lowest level was S-Self-sufficiency (X = 3.37).

           (3) buddhist subdistrict administrative organization’s competency according to  strengthen community in The Lower Northern Thailand was found that the positive correlation was generally in the very high level (r = 0.86). When each aspect was considered, it was found that two aspects of the positive correlation in the high level were service mind (Sangkahawattu 4) and Teamwork (Bhrommavihara 4). Two inferior aspects in the high level were Achievement Motivation (Ittibat 4) and Organizational Awareness (Bavana 4). One inferior aspects in the medium level were Integrity (Kharavasadhamma 4) in the significantly statistical difference at the level of .01

           (4)The independent variable had the effect on the buddhist subdistrict administrative organization’s competency according to strengthen community in The Lower Northern Thailand was found that three independent variables had the effect on three aspects form the high level to the lowest level: Teamwork (Bhrommavihara 4) (X₅), service mind (Sangkahawattu 4) (X₄), and Motivation (Ittibat 4) (X₁), in the significantly statistical difference at the level of .01order from highest to lowest. By the coefficient of the variable Tdtai prophets to write the following equation.

             1. Equation of raw scores Ý = -.863 + .464(X₅) + .403(X₄) +.379(X₁)

             2. Equation of standard scores Z′_z = .427(Z₅) + .292(Z₄) +.286(Z₁)
