วัฒนธรรมองค์กรและการดำเนินงานประกันคุณภาพภายในที่ส่งผลต่อคุณลักษณะที่พึงประสงค์ของผู้เรียน ในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1

Abstract

         การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการปฏิบัติตามวัฒนธรรมองค์กรและการดำเนินงานประกันคุณภาพภายในของสถานศึกษา 2) คุณลักษณะที่พึงประสงค์ของผู้เรียนในสถานศึกษา และ 3) วัฒนธรรมองค์กรและการดำเนินงานประกันคุณภาพภายในที่ส่งผลต่อคุณลักษณะที่พึงประสงค์ของผู้เรียนในสถานศึกษา กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเพชรบุรี เขต 1จำนวน 359 คน เครื่องมือที่ใช้ในการวิจัย เป็นแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า

               1. วัฒนธรรมองค์กรของสถานศึกษา ภาพรวมอยู่ในระดับมาก เมื่อพิจาณาเป็นรายด้านเรียงลำดับค่าเฉลี่ย 3 ลำดับแรก ได้แก่ ด้านความรู้สึกเป็นส่วนหนึ่งขององค์กร ด้านความมุ่งประสงค์ขององค์กร และด้านความซื่อสัตย์ ส่วนการดำเนินงานประกันคุณภาพภายในของสถานศึกษา ภาพรวมอยู่ในระดับมาก เมื่อพิจาณาเป็นรายด้านเรียงลำดับค่าเฉลี่ย 3 ลำดับแรก ได้แก่ ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา ด้านการประเมินคุณภาพสถานศึกษา และด้านการจัดทำแผนพัฒนาการจัดการศึกษา ตามลำดับ

               2. คุณลักษณะที่พึงประสงค์ของผู้เรียนในสถานศึกษา ภาพรวมอยู่ในระดับมาก เมื่อพิจาณาเป็นรายด้านเรียงลำดับค่าเฉลี่ย 3 ลำดับแรก ได้แก่ ผู้เรียนมีความรักชาติ ศาสน์ กษัตริย์ ผู้เรียนมีความรักความเป็นไทย และผู้เรียนมีความมีวินัย ตามลำดับ

               3. วัฒนธรรมองค์กรและการดำเนินงานประกันคุณภาพภายในส่งผลต่อคุณลักษณะที่พึงประสงค์ของผู้เรียน ได้แก่ การดำเนินงานประกันคุณภาพภายในด้านการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง ส่วนวัฒนธรรมองค์กรด้านความรู้สึกเป็นส่วนหนึ่งขององค์กร ด้านความหลากหลายของบุคลากร ด้านการตัดสินใจของผู้บริหาร โดยมีค่าประสิทธิภาพในการทำนายร้อยละ 44.90

            The purposes of this research were to study: 1) the level of performance on organizational culture and internal quality assurance of schools, 2) desirable characteristics of students in schools, and 3) organizational culture and internal quality assurance performance affecting desirable characteristics of students in schools. The 359 research samples consisted of school administrators and teachers in schools under Phetchaburi Primary Educational Service Area Office 1. The research tool was a 5-level rating scale questionnaire. The data were analyzed by using frequency, percentage, mean, standard deviation, correlation coefficient, and stepwise multiple regression analysis. The research results were as follows:

               1. The organizational culture of schools was overall at a high level. When each aspect was considered, the first three aspects with the highest means, ranked in descending order of their means, were sense of belonging, school purpose, and integrity. The schools’ internal quality assurance as a whole was also at a high level. When each aspect was considered, the first three aspects with the highest means, ranked in descending order of their means, were determination of school education standard, school quality evaluation, and preparation of educational development plan, respectively.

               2. The students’ desirable characteristics were overall at a high level. When each aspect was considered, the first three aspects with the highest means, ranked in descending order of their means, were love of nation, religion, and king, cherishing Thai-ness, and self-discipline, respectively.

               3.  The students’ desirable characteristics were affected by the performance of internal quality assurance in the aspect of continuous improvement of educational quality and the organizational culture in the aspects of sense of belonging, diversity of personnel, and administrator’s decision making, with the predictive efficiency for 44.90%.
