พัฒนาการแนวความคิดการมีส่วนร่วมในการจัดการความรู้ชุมชน: กรณีศึกษาเขื่อนไผ่ชะลอคลื่นในพื้นที่ชายฝั่งทะเลจังหวัดสมุทรสาคร

Abstract

           บทความนี้เป็นแนวทางในการศึกษาพัฒนาการแนวความคิดของการมีส่วนร่วมในการจัดการความรู้ชุมชนโดยวิธีเขื่อนไผ่ชะลอคลื่นในพื้นที่ชายฝั่งทะเลทั้ง 8 ตำบลของจังหวัดสมุทรสาคร โดยการศึกษาเป็นการทบทวนวรรณกรรมและสังเคราะห์แนวความคิดของนักวิชาการที่เกี่ยวกับการมีส่วนร่วมของชุมชนและการจัดการความรู้ชุมชน เพื่อกำหนดเป็นกรอบแนวความคิดสำหรับศึกษาเชิงปริมาณด้วยแบบสอบถามกับชุมชนในพื้นที่ชายฝั่งทะเล และการศึกษาเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึกกับผู้นำชุมชน แกนนำและเจ้าหน้าที่ขององค์กรที่เกี่ยวข้อง และพัฒนาเป็นตัวแบบการจัดการความรู้ชุมชนโดยการมีส่วนร่วมของชุมชนด้วยวิธีเขื่อนไผ่ชะลอคลื่นในพื้นที่ชายฝั่งทะเลจังหวัดสมุทรสาคร

          จากการศึกษาสามารถสรุปได้ว่า การมีส่วนร่วมของชุมชนในการจัดการความรู้ชุมชนกรณีเขื่อนไผ่ชะลอคลื่นในพื้นที่ชายฝั่งทะเลจังหวัดสมุทรสาคร มีองค์ประกอบสำคัญคือ คน ความรู้ และกระบวนการ ซึ่งการเสริมสร้างการมีส่วนร่วมของชุมชนในการบริหารจัดการตามหลักการบริหารราชการแบบมีส่วนร่วมที่เปิดโอกาสการมีส่วนร่วมของชุมชนในการดำเนินงาน รวมทั้งความร่วมมือจากภาครัฐ ภาคเอกชน ภาคประชาสังคม และภาคประชาชน ทั้งในด้านจิตใจ กลยุทธ์ และการประชาสัมพันธ์ เพื่อให้ข้อมูลและแนวทางการบริหารจัดการไปในทิศทางเดียวกัน การเปิดโอกาสให้ประชาชนได้มีส่วนร่วมคิดวิพากษ์วิจารณ์ และร่วมผูกพันดำเนินงานโดยการจัดตั้งคณะทำงานและเครือข่าย ที่มีผู้นำชุมชนและอาสาสมัครชุมชนเป็นคณะทำงานและสมาชิกเครือข่ายเพื่อการร่วมตัดสินใจในการวางแนวทางดำเนินการและกิจกรรม ซึ่งการปฏิบัติตามแผนงานโดยการเชื่อมประสานและการจัดกิจกรรมเพื่อให้เกิดการร่วมดำเนินการและร่วมติดตามประเมินผลในการจัดการความรู้ชุมชน จากการร่วมรับรู้ถึงปัญหาและสร้างแรงจูงใจ เพื่อให้เกิดการแลกเปลี่ยนเรียนรู้ร่วมกันในการวิเคราะห์และวางแนวทางการดำเนินการ รวมทั้งสร้างคลังความรู้ร่วมกัน เพื่อสร้างการเปลี่ยนแปลงให้ชุมชนชายฝั่งได้พัฒนาศักยภาพด้านกระบวนการความรู้เกี่ยวกับทรัพยากรธรรมชาติและสิ่งแวดล้อมชายฝั่งให้สามารถการนำความรู้ไปบริหารจัดการเพื่อการอนุรักษ์ฟื้นฟูทรัพยากรอย่างยั่งยืน

            This article is an approach to study conceptual development of participation toward the community’s knowledge management, by bamboo embroidery in the coastal areas, the eighth district of Samut Sakhon. By studying the literature review and synthesize the ideas of scholars about the involvement of the community’s participation and the community’s knowledge management. To define a conceptual framework for quantitative study by questionnaire to communities in coastal areas  and qualitative study with in-depth interviews with community leaders and officials of the organizations involved. And development as a community’s knowledge management by engaging the community with bamboo embroidery in the coastal province of Samut Sakhon.

          The study concluded that. The participation toward community’s knowledge management by bamboo embroidery in the coastal areas of Samut Sakhon. The elements important is the people knowledge and processes. The strengthening of community participation in the management of participatory government based on the principles of open opportunities for community involvement in the operation.  The partnership of government, private sector, civil society. And the public sector. Both psychological and public relations strategy. To provide information and management practices in the same direction. Opportunity for public participation critical thinking. And co-operation commitments by establishing working groups and networks. A community leader and volunteer community work and network members. The decision to participate in orientation activities and operations.The compliance program by connecting and coordinating activities to achieveco-operation and joint monitoring and evaluation of the knowledge management community. The participants were aware of the problem and motivating. To achieve knowledge sharing, analysis, and action orientation. Including the creation of knowledge-sharing. To changes to coastal communities to develop the potential of knowledge about natural resources and coastal environment to enable knowledge management for sustainable resource conservation.
