ABSTRACT

This study is an analytical research to assess the level of recognition of Public Sector Management Quality Award (PMQA) among government officials in the Department of Disease Control (DDC), Ministry of Public Health. The survey was conducted with a sample of 264 officials using validated questionnaires and also through an analysis of related documents. Descriptive statistical and step-wise multiple regression were used for analysis. The results revealed that 84.5% of the samples assessed the Public Sector Management Quality Award at a high level with an average score of 3.84. The Recognition of the necessary stages (preparatory phase, implementation, knowledge management and work outcome) in Public Sector Management Quality Award was also perceived by the samples at a high level. The significant factors that influenced Public Sector Management Quality Award were organization’s goal (r = 0.58, p < 0.001), internal communications (r = 0.67, p <0.001) and level of education (r = -0.21, p < 0.001). These factors could explain Public Sector Management Quality Award according to the recognition of the officials at level of 66.30%. The obstacles of conducting Public Sector Management Quality Award were the inadequate participation of the officials and integration of Public Sector Management Quality to the routine work. There should be the policy support from executive level for encouraging all officials to participate voluntarily in quality improvement activities.
