Abstract

This descriptive research aimed to explore the primary care management based on national health insurance system, region 8 Udonthani. The primary care management focused on 5 main components; plan, management and network participation, primary care services, work outcome, and continuing development. The validated questionnaire was conducted with 356 purposive participants in 7 best practices of primary care units located in 7 north-eastern provinces Thailand. The respondents included health care providers, community leaders, health volunteers, and the representatives of local administration. The reliability of the questionnaire instrument was checked based on the criteria of the Cronbach’s alpha of 0.89. The major descriptive statistics such as frequency, means and standard deviations were calculated by SPSS.  The results showed that the component of primary care services was the highest average mean score 3.56, S.D = 0.60. The work outcome component was the lowest average mean score  3.39, S.D = 0.71. The component of plan found the average mean score 3.45, S.D = 0.71, 3.45, S.D = 0.71. The component of continuing development found the average mean score 3.41, S.D = 0.67. The component of management and network participation found the average mean score 3.40, S.D = 0.60. This research provided evidence of how primary care management system is worked. Therefore, the validated instrument of primary care system will be useful and meet needs for national health security office, region 8 to apply for investigating the capacities of primary care services in region 8
