Performance Evaluation of Public Health Emergency Response Operation Center: Case of Dengue Hemorrhagic Fever in Beung Kan Province, 2019

This evaluation research aimed to evaluate performance of public health emergency response operation center: case of dengue hemorrhagic fever in Beung Kan Province, 2019. The study employed both quantitative and qualitative research method. Questionnaire was used to collect data from total population. The population were 79 heads of mission group according to Notification on Appointment of Incident Command System Committee and Public Health Emergency Response Operation Center of both provincial and district level (8 districts). Focus group interview was used to collect data from 20 samples. The samples were selected from heads of mission group by accidental sampling. Quantitative data were analyzed by descriptive statistics using frequency, percentage, mean, standard deviation. Qualitative data were analyzed by content analysis. The evaluation results of Prevention & Mitigation, Emergency Preparedness, Emergency Response, and Recovery after Emergency were all at high level. Key success factors were early disease prevention, emergency response action planning and rehearsing, preparedness of quality surveillance system, effective incident command system, network coordination for disease control, regular monitoring and assessing disease situation, up-to-date risk communication, and efficient disease surveillance system after outbreak. The key problems were underestimation the severity of situation, lack of knowledge regarding EOC principles, inadequate staff to control disease, inadequate budget, delay of official documents.
