Abstract
A comparative study between health care service under the Thai National Health Act 2545 B.E. and other health care service Acts.

The aims of this study were to compare health care services under the Thai National Health Act 2002 with that under other existing Health Security Act, such as the Social Security Act and the Royal Decree of government official’s health protection and to study health systems and health – related laws in other countries. The investigator reviewed documents from various sources, including acts, research articles, theses, textbook and information obtained from the internet.
The results showed that the three health security acts of Thailand (Universal Health Care Coverage, Social Security Act and Government official’s Health protection Act) were different and unfair. This might be a result of limited budgets, inconsistent and cohesive legislative rules and regulation, and limited implementation in health care practice. Studies on health systems in other countries revealed that the government should merge those three health security acts into a single health security act. Recommendation is the need of health care services or treatments in the core package, quality of monitoring and controlling systems improvement, and enhancement of the equity and efficiency in reimbursement system.
