การศึกษาและประเมินองค์ประกอบสิ่งแวดล้อมทางวัฒนธรรมเมืองพิษณุโลก

Abstract

              การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา ประเมินคุณค่าความสำคัญขององค์ประกอบสิ่งแวดล้อมทางวัฒนธรรมเมืองพิษณุโลก และข้อเสนอแนะในการพัฒนาเมืองพิษณุโลกที่มีสิ่งแวดล้อมทางวัฒนธรรมอันทรงคุณค่าให้เกิดความเหมาะสมและสอดคล้องกับแนวคิดการพัฒนาเมือง อาศัยการรับรู้และการประเมินคุณค่าความสำคัญองค์ประกอบสิ่งแวดล้อมทางวัฒนธรรมโดยประชากรที่มีพื้นเพ และประสบการณ์ในเมืองพิษณุโลก การเก็บข้อมูลใช้วิธีเก็บรวบรวมจากเอกสารและการสำรวจภาคสนาม การประเมินคุณค่าองค์ประกอบของสิ่งแวดล้อมทางวัฒนธรรมใช้แบบสอบถามเก็บข้อมูลจากกลุ่มตัวอย่าง 3 กลุ่ม คือ กลุ่มวัยรุ่น/เยาวชน กลุ่มวัยทำงาน และกลุ่มวัยผู้สูงอายุ จำนวนรวมทั้งสิ้น 100 ตัวอย่าง สรุปผลการวิเคราะห์ด้วยสถิติพรรณนา และสถิติอ้างอิงหรือสถิติอนุมาณ จากนั้นจึงนำผลสรุปที่ได้นำเสนอต่อกลุ่มผู้เชี่ยวชาญ เพื่อรับขอคิดเห็นที่มีต่อกระบวนการประเมินคุณค่าความสำคัญของสิ่งแวดล้อมทางวัฒนธรรมเมืองพิษณุโลก และข้อเสนอแนะในการพัฒนาเมืองพิษณุโลกที่มีสิ่งแวดล้อมทางวัฒนธรรมที่ทรงคุณค่าให้เหมาะสมสอดคล้องกับแนวคิดการพัฒนาเมืองในปัจจุบันและอนาคต

               ผลสรุปจากการวิจัยพบว่า กลุ่มตัวอย่างทั้ง 3 กลุ่มรับรู้และให้คุณค่าความสำคัญต่อองค์ประกอบสิ่งแวดล้อมทางวัฒนธรรมด้านต่างๆอยู่ในระดับมากที่สุด ซึ่งสะท้อนให้เห็นถึงความตระหนักรู้ในคุณค่าความสำคัญที่บ่งบอกเอกลักษณ์อันน่าภาคภูมิใจในท้องถิ่นของตน และในภาพรวมเมืองพิษณุโลกยังคงเป็นเมืองสำคัญทางพระพุทธศาสนา การดำเนินวิถีชีวิตยังคงเป็นไปตามกรอบวัฒนธรรม และขนบธรรมเนียม ประเพณีอันดีงามเฉกเช่นที่เคยเป็นมาแต่ในอดีต

               ข้อเสนอแนะในการพัฒนาเมืองพิษณุโลกที่มีสิ่งแวดล้อมทางวัฒนธรรมที่ทรงคุณค่าให้เหมาะสมสอดคล้องกับแนวคิดการพัฒนาเมืองในปัจจุบันและอนาคต แบ่งออกเป็น (1) ข้อเสนอแนะการพัฒนาเมืองพิษณุโลกในระดับประชาชน มุ่งเน้นการสร้างความเข้าใจในกระบวนการและวิธีการของการอนุรักษ์ และพัฒนา และสร้างกระบวนการมีส่วนร่วมของประชาชนในทุกระดับต่อการพัฒนาและเปลี่ยนแปลง เพื่อพิทักษ์รักษาองค์ประกอบสิ่งแวดล้อมทางวัฒนธรรมต่างๆ (2) ข้อเสนอแนะการพัฒนาเมืองพิษณุโลกในระดับหน่วยงานที่เกี่ยวข้อง สร้างความชัดเจนในการกำหนดแผนนโยบายทั้งการอนุรักษ์และการพัฒนาเมือง พร้อมกับการสร้างความชัดเจนให้เกิดขึ้นเป็นรูปธรรมถึงเอกลักษณ์โครงสร้างของเมืองในลักษณะของการเป็นถิ่นที่  (Sense of place) ภายใต้ความร่วมมือระหว่างหน่วยงาน องค์กร และกลุ่มกิจกรรมต่างๆ เพื่อประสานความร่วมมือให้สอดรับกันอย่างครอบคลุม

                This study aimed to (1) explore and evaluate the values and importance of cultural environment components of Phitsanulok Province and (2) provide recommendations about the development of Phitsanulok city with valuable cultural environment in correlation with the urban development perspective through perceptions and the evaluation of cultural environment values from native and experienced residents living in Phitsanulok Province. Literature review and field survey were employed in this study. The evaluation of values and importance of cultural environment components was conducted through the questionnaire from three population groups as a total of 100 samples including youth, working age and elderly groups. The research results were then summarized by descriptive statistics and inferential statistics. Subsequently, the results of this study were presented to the expertise in order to obtain further recommendations regarding the evaluation of the values and importance of cultural environment components of Phitsanulok Province including the suggestions about the development of Phitsalunok city with valuable cultural environment in correlation with urban development perspectives at present and in the future.

               The results of this study responded to research questions comprehensively. The population groups perceived and recognized the values and importance of cultural environmental components in all perspectives as follows (1) the components of abstract cultural environment which included the tradition of Phra Phuttha Chinnarat Buddha image celebration, (2) the components of man-made cultural environment which included Phra Sri Rattana Mahathat Temple and (3) the natural cultural environment component of the Nan River respectively. The results showed the recognition of values which reflected the uniqueness of local community. Moreover, the results indicated that Phitsanulok Province remained the center of Buddhism which with people’ livelihoods were adhered to culture, norms and traditions as in the past.

               The recommendations on the development of Phitsanulok Province with valuable cultural environment in correlation with urban development perspectives at present and in the future were comprised of three areas. (1) The recommendations on urban development at population level which focused on building understanding about conservation process and methods with the support of participatory-approach at all levels toward community changes and development for the conservation of cultural environment components. (2) The recommendations on urban development at related-authorities level which focused on developing concrete policy plans on the conservation and development of Phitsanulok Province including creating the explicit uniqueness of city structure as a sense of place under the collaboration among relevant authorities, organizations, activity groups toward comprehensive and convergent collaboration.
