แบบจำลองปัจจัยความสำเร็จของโครงการพลังงานชุมชนต้นแบบ

Abstract

          การวิจัยนี้มุ่งศึกษาองค์ประกอบปัจจัยความสำเร็จของโครงการพลังงานชุมชนต้นแบบที่ได้รับรางวัลจากการประกวด Thailand Energy Awards รวมถึงการพัฒนาแบบจำลองและตรวจสอบความสอดคล้องของตัวแบบที่พัฒนาขึ้นกับข้อมูลเชิงประจักษ์ กลุ่มตัวอย่างที่ศึกษาประกอบด้วยผู้บริหารและเจ้าหน้าที่องค์การบริหารส่วนตำบลคลองน้ำไหล คณะกรรมการ อาสาสมัคร สมาชิกกลุ่ม และผู้มีส่วนได้ส่วนเสียในโครงการ จำนวนตัวอย่าง 331 ราย สุ่มตัวอย่างแบบง่ายโดยเก็บข้อมูลด้วยแบบสอบถาม และนำมาวิเคราะห์โมเดลสมการโครงการ (SEM)

          ผลการวิเคราะห์พบว่าตัวแบบมีความสอดคล้องกับข้อมูลเชิงประจักษ์ โดยปัจจัยการสื่อสารองค์การ ภาวะผู้นำการเปลี่ยนแปลง และการบริหารงานแบบมีส่วนร่วม มีอิทธิพลต่อความสำเร็จของโครงการได้ในระดับมาก นอกจากนี้พบว่าการเสริมสร้างความสำเร็จของโครงการ ควรให้น้ำหนักกับปัจจัยการสื่อสารองค์การ โดยเฉพาะอย่างยิ่งเทคโนโลยีในการสื่อสาร รองลงมาเป็นการสื่อสารระหว่างบุคคล เนื่องจากมีอิทธิพลโดยตรงและอิทธิพลทางอ้อมต่อความสำเร็จของโครงการ ขณะเดียวกันต้องส่งเสริมภาวะผู้นำการเปลี่ยนแปลง โดยเฉพาะอย่างยิ่งด้านการคำนึงถึงความเป็นปัจเจกบุคคล รองลงมาเป็นการกระตุ้นทางปัญญาให้มากขึ้น เพราะเป็นปัจจัยที่มีอิทธิพลทางอ้อมต่อความสำเร็จของโครงการพลังงานชุมชนต้นแบบ

          The objectives of this study were 1) to examine success factors model for prototype community energy projects winning the Thailand Energy Award 2) to develop a causal model and 3) to test the model fit with the empirical data. The participants of this study were executives and officers of khlongnamlai Subdistrict Administrative Organization, committees, volunteers, group members, and the projects’ stakeholders. Sample size was 331 derived from simple random sampling. Questionnaire was employed in collecting the data which were analyzed using structural equation modeling (SEM).

          The finding showed that the model was fit well with the empirical data. All factors; organizational communication, transformation leadership, and participative management had high influence on projects’ success. The findings of this research supported that improvement of the prototype community energy projects should emphasis on organizational communication factor; Communication technology and interpersonal communication should be placed importance in that order since they had direct and indirect effects on the projects’ success. Furthermore, transformation leadership factors, especially individualized consideration and intellectual stimulation should be emphasized in that order since they had indirect effect on the success of prototype community energy projects.
