แนวทางส่งเสริมการมีส่วนร่วมในการจัดการป่าชุมชนเขาขลุง ตำบลเขาขลุง อำเภอบ้านโป่ง จังหวัดราชบุรี

Abstract

           การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบริบทของป่าชุมชนเขาขลุง ระดับการมีส่วนร่วมในการจัดการป่าชุมชนเขาขลุง และหาแนวทางส่งเสริมการมีส่วนร่วมของชุมนในการจัดการป่าชุมชนเขาขลุง ตำบลเขาขลุง อำเภอบ้านโป่ง จังหวัดราชบุรี โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพและเชิงปริมาณร่วมกัน ประกอบด้วย 3 ขั้นตอน ได้แก่ 1) ศึกษาบริบทป่าชุมชน และสภาพปัญหาของการจัดการป่าชุมชน 2) วิเคราะห์ระดับการมีส่วนร่วมของชุมชนในการจัดการป่าชุมชน และ 3) ค้นหาแนวทางส่งเสริมการมีส่วนร่วมของชุมชนในการจัดการป่าชุมชน พื้นที่ศึกษาคือ พื้นที่ชุมชนบริเวณรอบป่าชุมชนเขาขลุง จำนวน 5 หมู่บ้าน คือ หมู่ที่ 2, 3, 4, 5,16 ตำบลเขาขลุง อำเภอบ้านโป่ง จังหวัดราชบุรี โดยเก็บข้อมูลเชิงคุณภาพจากผู้นำชุมชน ผู้รู้และผู้อาวุโสในชุมชนและตัวแทนประชาชน ตัวแทนหน่วยงานภาครัฐ ภาคเอกชน จำนวน 16 คน ข้อมูลเชิงปริมาณจากตัวแทนครัวเรือนที่มีอายุ 20 ปีขึ้นไป จำนวน 278 ครัวเรือน และ ใช้วิธีการวิเคราะห์ข้อมูลเชิงคุณภาพด้วยการวิเคราะห์เนื้อหา ส่วนเชิงปริมาณใช้การวิเคราะห์สถิติพรรณนา ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน

           ผลการวิจัยพบว่า ป่าชุมชนเขาขลุงตั้งอยู่ในตำบลเขาขลุง อำเภอบ้านโป่ง จังหวัดราชบุรี มีเนื้อที่     352 ไร่ มีลักษณะเป็นป่าเบญจพรรณ มีการใช้ประโยชน์จากป่าชุมชน คือ เป็นแหล่งอาหารของชุมชน แหล่งเรียนรู้ในชุมชน แหละแหล่งท่องเที่ยวเชิงนิเวศ ป่าชุมชนเขาขลุงได้ขึ้นทะเบียนป่าชุมชนในปี พ.ศ. 2546 ปัญหาที่พบในการจัดการป่าชุมชนที่สำคัญคือ ปัญหาขาดการมีส่วนร่วมในการจัดการป่า จึงทำให้ชุมชนมีความต้องการหาแนวทางส่งเสริมการมีส่วนร่วมของชุมชนในการจัดการป่าชุมชน ระดับการมีส่วนร่วมของชุมชนในการจัดการป่าชุมชนเขาขลุง โดยภาพรวมอยู่ในระดับปานกลาง แนวทางส่งเสริมการมีส่วนร่วมในการจัดการปุ่ชมชนเขาขลุง พบว่า รูปแบบที่เหมาะสมในการจัดการป่าชุมชนมี 2 รูปแบบ 1)การจัดการป่าชุมชนในรูปแบบอเนกประสงค์2)การจัดการป่าชุมชนในรูปแบบเชิงวัฒนธรรมชุมชน ขั้นตอนที่ส่งเสริมการมีส่วนร่วมในการจัดการป่าชุมชนมี 3 ขั้นตอน คือ 1)การสร้างความตระหนักของชุนในการมีส่วนร่วม 2)การสร้างกลุ่มและเครือข่าย 3)การจัดการป่าอย่างยั่งยืน โดยมีปัจจัยที่เป็นองค์ประกอบสำคัญในการเข้ามามีส่วนร่วมในการจัดการป่าชุมชนเขาขลุง ได้แก่ ผู้นำชุมชน ประชาชน และการสนับสนุนจากหน่วยงานภายนอก และเงื่อนไขประกอบด้วย เวลา อาชีพ รายได้ และอายุ ซึ่งองค์ประกอบต่างๆเหล่านี้สามารถส่งเสริมการมีส่วนร่วมของชุมชนในการจัดการป่าชุมชนเขาขลุงให้มีความอุดมสมบูรณ์ต่อไป

          The main objective of this research is to study and support community participation in forest management of Kao Klung community forest, Kao Klung, Baan Pong, Ratchaburi. According to this study, using Quantitative and Qualitative Methods included with 3 steps as following details; 1) to study context and problems of forest management 2) to analyze the level of community participation in forest management. 3) to search for supporting community participation in forest management. The area of doing the reserch is 5 villages that surrounded Moo. 2, 3, 4, 5, and 16  of Kao Klung community forest, Kao Klung, Baan Pong, Ratchaburi by means of  focusing on the community leaders, village elders and  government  and private representatives 16 and using quantitative method of 278 representative households at the age of 20 upward. The qualitative datas is used to content analysis and the quantitative datas is used to describe statistics, percentage, mean and standard deviation.

           The study indicated that in the past Kao Klung community forest is located in  Kao Klung community forest, Kao Klung, Baan Pong, Ratchaburi. The size of this community forest is 352 RAI. It is a mixed forest. the benefits of the forest are food source, place for learning community and the eco-tourism. the Kao Klung community forest was registered to be community Forrest in 2546 and started to preserve the forest since then. This Research founded that appropriate forms of community forest management. The model of multi – purpose community forest management based on culture. The procedures of community participation in forest management are divided into 3 steps; 1) to aware of the community participation 2) to create groups and network and 3) to sustainable forest management. moreover, the main element factors in this involvement of community forest management are the leaders, villagers, outside organizations supporting, with the following conditions; time, age, income, occupation that effectively support community participation in  Kao Klung community forest management completely.
