การจัดการศึกษาเพื่อสร้างคนไทยรุ่นใหม่ตามยุทธศาสตร์ชาติ 20 ปี

Abstract

          การกำหนดให้มียุทธศาสตร์ชาติระยะ 20 ปี ตามมติของคณะรัฐมนตรี เมื่อวันที่ 30 มิถุนายน 2558 เพื่อเป็นยุทธศาสตร์ในการพัฒนาประเทศในระยะยาว พร้อมกับการปฏิรูปและพัฒนาระบบกลไกการบริหารราชการแผ่นดิน ในการขับเคลื่อนยุทธศาสตร์ให้สามารถนำไปสู่การปฏิบัติอย่างจริงจัง ช่วยยกระดับคุณภาพของประเทศไทยในทุกภาคส่วน สามารถเปลี่ยนผ่านประเทศไทยไปพร้อมกับการเปลี่ยนแปลงของโลกได้

          กรอบแนวทางการพัฒนา การยกระดับคุณภาพการศึกษาและการเรียนรู้ให้มีคุณภาพ เท่าเทียมและทั่วถึง ในยุทธศาสตร์การพัฒนาและเสริมสร้างศักยภาพคน มีความสำคัญและน่าสนใจอย่างยิ่ง เนื่องจากวิกฤติปัญหาด้านการศึกษาของไทยที่ผ่านมา มีความสลับซับซ้อนเกินกว่าที่ผู้แก้จะแก้ไขได้ ความพยายามปฏิรูปการศึกษาของชาติตลอดสองทศวรรษที่ผ่านมายังไม่ประสบความสำเร็จ ทุกรัฐบาลพยายามที่จะแก้ไข ทว่าเมื่อ แก้ที่ปัญหาหนึ่งกลับกลายเป็นก่อให้เกิดปัญหาอื่นตามมา ยิ่งแก้ก็ยิ่งยุ่งยาก เปรียบเสมือนคำพังเพย “พายเรือในอ่าง” หรือ “ยิ่งแก้ยิ่งถอยหลังเข้าคลอง” โดยเฉพาะวิกฤติปัญหาด้านการศึกษาของคนไทยรุ่นใหม่ ที่พบว่าผู้เรียนมีความรู้ต่ำกว่ามาตรฐานอย่างต่อเนื่อง ผลสัมฤทธิ์ทางการศึกษาอยู่ในเกณฑ์ต่ำ สถิติของผู้ที่ไม่ได้เรียนหนังสือหรือออกกลางคันมีจำนวนมาก ในขณะที่ผู้ที่ได้เรียนหนังสือก็ตกอยู่ในสภาพที่อ่านภาษาไทยไม่รู้เรื่องในอัตราสูงถึงร้อยละ 74 ตั้งแต่อ่านไม่ออก อ่านแล้วตีความไม่ได้ วิเคราะห์ความหมายไม่ถูก และไม่สามารถใช้ภาษาไทยให้เป็นประโยชน์ในการศึกษาวิชาอื่น ๆ ได้

            ดังนั้นข้อเสนอเชิงนโยบายด้านการจัดการศึกษาสำหรับคนไทยรุ่นใหม่ตามยุทธศาสตร์ชาติระยะ 20 ปี คือ เน้นจัดการศึกษาให้กับกลุ่มเด็กเล็กที่เป็นคนไทยรุ่นใหม่จริง ๆ แล้วปฏิรูปกระบวนการเรียนการสอนรองรับขึ้นไปตามระดับชั้นในแต่ละปี เมื่อครบ 20 ปี การศึกษาระบบใหม่จะเข้าแทนที่ระบบเก่าทั้งหมด และได้คนไทยรุ่นใหม่ที่มีศักยภาพ มีศีลธรรม และความรับผิดชอบต่อสังคม เป็นกำลังหลักในการพัฒนาสังคมและประเทศชาติอย่างยั่งยืนต่อไป

           The 20 years’ Thailand’s National Strategy set by Thai’s Cabinet since June 30, 2015. A strategy for long developing countries, together with reform and develop mechanism of government administration, can drive strategy lead to handling performance, help raising the quality all parts of Thailand, can transit Thailand together with changing world.

           The framework developed of (2) elevating the quality of education and learning, equally, and thoroughly in strategy 3, development and empowering people those are particularly interesting, because in the past, the critical problems of Thai’s Education have more complex than the solution to fix it, national education reform efforts over the past two decades without success. Every government tries to transform, but when one turns to the problems caused by other problems, it was even more difficult to solve, like aphorism “The rowing basin” or “The more the worse retrograde”, especially, the critical problems in Education of Thai’s New Generation were the learners have knowledge under standard continuously, education achievement is under criterion, statistic of illiterate or drop-out still more and educated people are in high rate up to 74 percent of vague in reading since illiterate, can’t interpret, can’t analyze meaning and can’t use in language for studying other subject.        

            For propose policy in education for Thai’s New generation according 20 years’ Thailand’s National Strategy found that it must begin from the young children who are the pure white clothes, then reform learning and teaching process follow each level and year. When it completely 20 years the new education system will replace the whole previous education system and will get the Thai’s New Generation who has an ability, morality and social responsibility who being the main pillar to developing social and nation sustainably.
