การบริหารตามหลักธรรมาภิบาลกรณีศึกษา สามก๊กเพื่อนำประยุกต์ใช้ในการบริหาร สถานศึกษาขั้นพื้นฐาน

Abstract

การวิจัยในครั้งนี้มีวัตถุประสงค์ในการนำเสนอว่าหลักธรรมาภิบาลจากวรรณคดี เรื่องสามก๊ก ฉบับ เจ้าพระยาพระคลัง (หน) 1) เพื่อศึกษาการใช้หลักธรรมาภิบาลในการบริหารจัดการของตัวละครในวรรณคดีเรื่องสามก๊กฉบับเจ้าพระยาพระคลัง (หน) 2) เพื่อสังเคราะห์การใช้หลักธรรมาภิบาลตัวละครวรรณคดีเรื่องสามก๊ก ฉบับเจ้าพระยาพระคลัง (หน) 3) เพื่อนำเสนอแนวทางการบริหารตามหลักธรรมาภิบาลในสถานศึกษาขั้นพื้นฐาน 4) เพื่อตรวจสอบความเหมาะสมของหลักธรรมาภิบาลที่วิเคราะห์ได้จากในวรรณคดีเรื่องสามก๊กฉบับเจ้าพระยาพระคลัง (หน) วิธีการดำเนินการวิจัย 5 ขั้นตอนคือ 1) ศึกษา ค้นคว้า วิเคราะห์ สังเคราะห์เอกสารงานวิจัยที่เกี่ยวข้องกับหลักธรรมิบาลเพื่อนำมาสร้างเป็นกรอบแนวคิดของหลักธรรมาภิบาล 2) ศึกษา ค้นคว้า วิเคราะห์ สังเคราะห์ตัวละครจากวรรณคดีเรื่อง สามก๊ก ฉบับเจ้าพระยาพระคลัง (หน)แบ่งเป็น 3 ระดับได้แก่ ระดับชนชั้นปกครอง ระดับชั้นชั้นที่ปรึกษา ระดับชนชั้นแม่ทัพ ที่เกี่ยวข้องกับหลักธรรมาภิบาล 3) นำข้อมูลจากการสังเคราะห์หลักธรรมาภิบาลจากเอกสาร งานวิจัยและจากตัวละครวรรณคดีเรื่อง สามก๊ก ฉบับเจ้าพระยาพระคลัง(หน)นำมาร่างเป็นองค์ประกอบหลักธรรมาภิบาลในการศึกษาขั้นพื้นฐานด้านโครงสร้างและกระบวนการบริหารจากกรอบแนวคิด การวิเคราะห์ผลความสอดคล้องโดยผู้เชี่ยวชาญ 4)นำหลักธรรมาภิบาลที่ได้จากวรรณคดีเรื่องสามก๊ก ฉบับเจ้าพระยาพระคลัง (หน)นำมาร่างเป็นโครงร่างหลักธรรมาภิบาลที่มาจากวรรณคดีเรื่องสามก๊ก ฉบับเจ้าพระยาพระคลัง (หน)ที่ได้จากการสังเคราะห์  ให้ผู้เชี่ยวชาญทางด้านหลักธรรมาภิบาล ทำการพิจารณาตรวจสอบแก้ไข โดยวิธีสัมภาษณ์เชิงลึก (in-depth interview) 5) การตรวจสอบยืนยัน ความเหมาะสมแนวทางการใช้ธรรมาภิบาลในโครงร่างวรรณคดีเรื่องสามก๊ก ฉบับเจ้าพระยาพระคลัง (หน) เพื่อการประยุกต์ใช้ในการบริหารสถานศึกษาขั้นพื้นฐาน โดยวิธีการสนทนากลุ่ม (Focus Group Study) เพื่อเป็นแนวทางขององค์การการบริหารตามหลักธรรมาภิบาลประเภทการศึกษาขั้นพื้นฐาน โดยหลักธรรมาภิบาลที่จะต้องมีความเหมาะสมกับบริบทของการศึกษาขั้นพื้นฐานควรประกอบไปด้วย คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ หลักความคุ้มค่า เป็นต้นเพื่อให้สอดคล้องสภาพสังคมปัจจุบันซึ่งทั้ง 6 หลักการนี้จะนำบูรณาการอยู่ในการบริหารงานในการศึกษาขั้นพื้นฐานเพื่อนำไปสู่เป้าหมายสุดท้ายของการจัดการศึกษาทางด้านบริหารการศึกษาเพื่อให้ผู้เรียนมีคุณภาพในศตวรรษที่ 21

             ผลการวิจัยพบว่า

             1.  การบริหารตามหลักธรรมาภิบาลกรณีศึกษา สามก๊ก เพื่อนำประยุกต์ใช้ในการบริหารสถานศึกษาขั้นพื้นฐาน ประกอบด้วย 6 องค์ประกอบ คือ หลักนิติธรรม หลักคุณธรรม หลักความโปร่งใส หลักการมีส่วนร่วม หลักความรับผิดชอบ หลักความคุ้มค่า เป็นต้น

             2.  การใช้หลักบริหารตามหลักธรรมาภิบาลกรณีศึกษา สามก๊ก เพื่อนำประยุกต์ใช้ในการบริหารสถานศึกษาขั้นพื้นฐานโดยการสนทนากลุ่ม(Focus Group Study)จากผู้เชี่ยวชาญและผู้ทรงคุณวุฒิ ประกอบด้วย 6 องค์ประกอบ มีความเหมาะสม เป็นไปได้และสามารถนำไปใช้ประโยชน์ได้สอดคล้องกับขอบข่ายการวิจัย

         This research presents The Good Governance in the literature of The Three Kingdoms (The Literary Works of Chao PharyaKhlang (Hon) for the objectives of 1) To study The Good Governance in terms of character management in the literature of The Three Kingdoms (Literary Works of Chao PharyaKhlang (Hon), 2) To synthesize The Good Governance in terms of character management in The literature of The Three Kingdoms(Literary Works of Chao PharyaKhlang (Hon), 3) To present The Good Governance administration in educational basis.and 4) To ensure that The Good Governance which analysis from the literature of The Three  Kingdoms(Literary Works of Chao PharyaKhlang (Hon) appropriate with The Basic Education Management.

          The data were analyzed by using 5 processes of 1) at studying the research concerned The Good Governance to create scope of exactly The Good Governance, 2) To studying and synthesizing in terms of character management in The literature of The Three Kingdoms(Literary Works of Chao PharyaKhlang (Hon)) which concerned govern level , consult level and all those  should concerned The Good Governance, 3) Taking the resource from The Good Governance synthesizing  from document, research and character in the  literature of The Three Kingdoms(Literary Works of Chao PharyaKhlang (Hon)) to create The Good Governance in administration in educational basis structure by  an expert, 4) Taking the Good Governance from the literature of The Three Kingdoms (The Literary Works of Chao PharyaKhlang (Hon) to create structure to consider and investigate by an examiner under in-dept interview process, and 5) examining appropriate way in using the Good Governance from the literature of The Three Kingdoms (The Literary Works of Chao PharyaKhlang (Hon) for adapting in administration in educational basis structure by using Focus Group Study. The Good Governance supposes to conform the context and should be combined with Rule of law , Rule of Integrity, Rule of Transparency, Rule of Participation, Rule of Responsibility and Rule of Worthiness, etc. All these principles integrate the basic education management and lead us to a final proposal of education management which is for high-quality learners in the 21st century.

             The results show that ;

             1) The administration of The Good Governance in a case study of the  literature of The Three Kingdoms(Literary Works of Chao PharyaKhlang (Hon)) can be applied to educational basis structure consist of Rule of law, Rule of Integrity, Rule of Transparency, Rule of Participation, Rule of Responsibility and Rule of Worthiness, etc.

             2) The administration of The Good Governance in a case study of the  literature of The Three Kingdoms(Literary Works of Chao PharyaKhlang (Hon)) by Focus Group Study base on assistance from expert is appropriate and possible to process in researching scope.
