This article is part of the research, entitled “Equality and liberty in fine art: a case study of content and art space in Thailand during 2013-2017”, which was funded by The Thailand Research Fund (TRF). The purpose of this research was to analyze the values reflecting equality and liberty in fine art, by studying the content of fine arts and 11 art spaces in Thailand, both under the jurisdiction of educational institutions and the private sector. The research results show that values contributed to the creation of fine art, based on the stories that touched the heart of artists; which was often close to their home. In addition, values affected the selection of works to exhibit, such as the focus on artist's reputation, personal relationship, executive’s taste of that organization, the owner of art space, and curator. These values led to the inequality in fine art presentation. The reasons were that in each area, there were values focusing on close person and people in the same cultural space, rather than opening the space for the general people to exhibit their work, according to the democratic principles that value equality and liberty.

The artistic phenomenon in 2013 – 2017 can be divided into 3 periods; 1) the period of political crisis (2013 - 2014) was a time when art was used to communicate a large number of political ideas; 2) the period under the leadership of General Prayut Chan-o-cha (2014 - present) was found that the content of art during this time was more diverse. In this period, the artwork was returned to the original purpose of creating a work to reflect the thoughts and feelings of artist and to describe the social phenomena; and 3) the period of mourning for late King Bhumibol Adulyadej, King Rama IX, (2016 – 2017) was found that art acted as art speech. Art became close to what everyone can create. It was a symbolic tool that expressed the basic values of unity of Thai people.
