Strategic Proposals for Developing the 30 Baht Policy to Treat Disease Anywhere with a Single ID Card in Thailand.

Abstract

This is research and development. The objectives were to (1) study the current situation, problems, obstacles, and important factors in operations; (2) develop strategic proposals for developing 30 baht  policy, treatment everywhere with one ID card; and (3) evaluate strategic proposals for developing  30 baht policy, treatment everywhere with one ID card in Thailand. The sample group included 48 executives in provincial public health offices in the four pilot provinces. There are 56 medical and public health personnel working at each level and 1,325 stakeholders in the four pilot provinces. Research instruments include document analysis, in-depth interviews, focus groups, brainstorming sessions, and various assessment forms. Quantitative data were analyzed with descriptive statistics such as frequency, percentage, and mean. For qualitative data, the data were analyzed by classifying and grouping the data.

The results found that (1) every province places importance on linking health data among service units at all levels. Obstacles such as verifying people's identities have not yet reached the goal because some groups of people still don't see the importance, etc. Important factors that affect operational success, such as efficient management and integrated collaboration across all systems that are convenient, fast, and efficient, etc. (2) Development of strategic proposals Follow the TOWS MATRIX process to select and define (draft) development strategies. It consists of a vision, mission, and goals with the aim of providing people with convenient and fast services using the digital health technology system, which has 8 strategies, 33 operational measures, and 23 indicators for control, supervision, and evaluation. (3) Evaluation of the correctness of the strategy: The overall picture is at a high level (= 4.25, S.D= 0.54), In terms of suitability, the overall picture is at a high level (= 4.20, S.D= 0.54. In terms of feasibility, overall it was at a high level (= 4.41, S.D= 0.60, and performance in various areas increased continuously. Suggestions: A manual, guidelines, or measures for operations should be prepared. So that every province that has operations according to the policy "30 baht, treatment everywhere with one ID card" will be in the same direction.
