Abstract

The aim of this study is to 1) assess the performance of RDU province in Sakon Nakhon province and 2) explore opportunities for developing operational approaches for RDU province in Sakon Nakhon. The population consists of public health workers who are members of the pharmaceutical therapy committee at the hospital level and manage RDU operations in 18 districts, as well as RDU coordinators at the district and provincial levels. This mixed-methods study includes a quantitative phase assessing performance of RDU Province in Sakon Nakhon province using the CIPP model and a qualitative phase with focus group discussions. Result The evaluation showed that: 1) in fiscal year 2025-2026, 5 districts (27.78%) and 10 districts (55.6%) were active in the RDU district, 2) the assessment of policy context, inputs, operational processes, and outcomes was generally high, 3) there was a strong correlation between policy context, inputs, processes, and outcomes. Opportunities for the development of the RDU province in Sakon Nakhon include 1) the establishment of clear operational guidelines and indicators and a continuous monitoring process, 2) clear administrative policies, effective internal communication, the development of appropriate programs, public education and network cooperation. 3) Challenges include rotation of medical staff, lack of clear operational guidelines, and difficulties in accessing information and collaborating with community hospitals under the jurisdiction of the Sakon Nakhon Provincial Administration. Finally, 4) the creation of a learning exchange, the establishment of operational guidelines, monitoring at provincial level, the implementation of guidelines by managers, the reflection of operational results, empowerment visits to target areas and the creation of media for public relations.
