The Development of Strategic Health Management Model by Applyin Public Sector Management Quality Award (PMQA) in Udon Thani Province

Introduction: The Public Sector Management Quality Criteria (PMQA) was a global standard and a tool that helps organizations self-assess towards high-performance organization.
Aim: This study aimed to develop a strategic health management model by applying the public sector management quality criteria in Udon Thani Province.
Methods: This study was a research and development model. Data was collected from meeting minutes of the 38-person development leadership team and questionnaires from 176 staff members. Tool created by the research team; the overall reliability was 0.89. The data was analyzed using descriptive statistics, independent t-test, and content analysis.
Results: The development findings revealed a strategic health management model for Udon Thani Province with five components included: 1) Operational structure, 2) Driving the work using a directing integrate program teamwork (DIPT): directing, integrate program, teamwork, value-based, 3) Work plan/project; 4) Innovation Program on website and 5) Evaluation. After the development of personnel, participation in the process based on the overall PMQA criteria increased to a moderate level significantly (P<0.001). Personnel were highly satisfied with the overall strategic management model (4.78±0.46). Results of the healthcare organization quality assessment according to the PMQA criteria for fiscal year 2026 showed that 79.34% met the advanced level criteria, which is higher than the 77.11% that met the advanced level criteria in fiscal year 2025.
Conclusion and recommendations: This result obtained from developing a strategic health management model by applying the PMQA criteria was a continuous strategic health management, resulting in outcomes that results according to indicators. Managing Health Strategic by Applied Public Sector Management Quality Award should be continued at the provincial to effectively achieve the goals.
