This mixed-methods study aimed to: 1) evaluate the long-term public health care system for older adults; and 2) investigate the success factors, problems, and obstacles in implementing the long-term public health care system for dependent older adults in Prachuap Khiri Khan Province. The evaluation was conducted using the Context, Input, Process, and Product (CIPP) Evaluation Model in two phases. Phase 1 involved quantitative research with three groups of participants: 250 subcommittee members, 55 older adult care managers, and 288 dependent older adults. The research instrument was a questionnaire. Data were analyzed using descriptive statistics, including percentages, means, and standard deviations. Phase 2 involved qualitative research with 36 participants. Data were collected through a focus group discussion and analyzed using content analysis. The findings revealed that:
1. Regarding the context dimension, the "Health-Conscious Province" policy was implemented through the District Health Board, the Provincial Public Health Office, and the National Health Security Office. Regarding the input dimension, the subcommittee members demonstrated a good level of knowledge, while management was rated at a high level. Regarding the process dimension, home visits and the development of individualized care plans were rated at an outstanding level. Regarding the product dimension, 23.30% of dependent older adults showed improvement in their ability to perform activities of daily living, and their satisfaction was at a high level.
2. The key success factor was the leadership of local administrators. Regarding problems, duplication in the data recording system was identified.
The findings reflect that the leadership of administrators is a key factor in driving the long-term public health care system for older adults. Integrating information systems could reduce duplicate data recording and improve operational efficiency.
