Abstract

This study employed a retrospective descriptive design to analyze trends using secondary data from the performance evaluation of 82 hospitals under the Office of the Permanent Secretary, Ministry of Public Health, Health Region 11, during fiscal years 2023–2025. The objectives were to examine Total Performance Score (TPS) outcomes in the post-COVID-19 period and to propose strategies for improving financial management efficiency. Statistics used in the study include frequency, percentage, mean, and standard deviation. The findings revealed that:

The declining trend in performance. The proportion of hospitals achieving an excellent level (Grade A) decreased from 26.8% to 14.6% between fiscal years 2024 and 2025, while the proportions classified as needing improvement (Grade D) and failing (Grade F) increased. These results indicate a deterioration in management performance following the Covid-19 pandemic. Policy recommendations for sustainability include: 1) reforming budget allocation mechanisms to better reflect actual costs; 2) developing financial risk surveillance and forecasting systems; and 3) strengthening workforce capacity in financial management. These measures are essential to enhance financial stability and resilience within the health system at the regional level.
