The comparative study of performance measurement (Total Performance Score: TPS) of healthcare service units under the Permanent Secretary Office in Health Region 12 between fiscal year 2019 – 2021

Abstract

Background: The performance of healthcare service units is important to solve the financial crisis of the hospitals. According to cause analyze, the problem of loss is caused by insufficient budget in the system or inefficient management of the healthcare service units under the Permanent Secretary Office. Therefore, the guideline for performance measurement of the healthcare service units or total performance score (TPS) is provided, which related to the 5 measures and 10 tools in order to be able to analyze and determine the right causes and to the points.

Objectives: to compare the results of TPS among healthcare service units under the Permanent Secretary Office, Ministry of Public Health in Health Region 12 between fiscal year 2019 – 2021 according to the criteria of performance measurement.

Method: The study design was cross-sectional descriptive study. The secondary data of the TPS results among healthcare service units under the Permanent Secretary Office in Health Region 12 between fiscal year 2019 – 2021 was collected from the Division of Health Economy and Health Security. The data consisted of 78 healthcare service units comprising; 3 Regional Technical Centers; 7 general hospitals; and 68 community hospitals.

Results: The results of TPS among healthcare service units under the Permanent Secretary Office, Ministry of Public Health in Health Region 12 between fiscal year 2019 – 2021 as follows: the very good level (Grade A) was equal to 8.97%, 3.85% and 5.13% respectively; the good level (Grade B) was equal to 8.97%, 14.10% and 6.41% respectively; the fair level (Grade C) was equal to 14.10%, 25.64% and 15.38% respectively; need to improvement level (Grade D) was equal to 25.64%, 24.36% and 28.21% respectively; and fail the criteria level (Grade F) was equal to 48.72%, 32.05% and 44.87% respectively.

Conclusion: the results of performance measurement, which were at the very good level (Grade A) and good level (Grade B) during the fiscal year 2019-2021 tended to decrease. Whereas the fair level (Grade C), need to improvement level (Grade D) and fail the criteria level (Grade F), tended to increase.
