THE DEVELOPMENT OF COMMUNITY POTENTIAL INDICATOR FOR EXERCISING PROMOTION

Abstract

The development of community potential indicator for exercising promotion is very important to assess the performance of local government organizations and communities. The purposes of this research are to develop indicators and test the “consistency of the indicators of community potential for exercising promotion”. 7 relevant quality indicators were collected in promoting exercise in the community, including resources, leadership, community development, health development network, administrative processes, operational productivity and operational results.  The indicators quality were compiled from research in the country, foreign countries, and the Ministry of Public Health, through the analysis of conceptual frameworks from experts, using logic models. For the selection of quality indicators the Delphi technique is used this time. 9 community health development experts were provides to make a selection of potential quality indicators. The first round of the Delphi technique is the assessment of quality indicators based on the selection criteria for importance and validity. The selected quality indicators are evaluated for the consensus by experts. They are suitability, consistency, and feasibility. The second round of the Delphi technique will then be the consensues of the experts in terms of suitability, consistency, and possibility one more time. Only quality indicators with consensus would be selected. The quality indicators are then tested for reliability by using Cohen's kappa statistics. If the value of  is 0.99, it will be a very good indicator, with statistical significance at the .01 level.


The research results are found that 58 quality indicators passed 46 selection criteria, (comprising 6 resources indicators, 12 leadership indicators, 10 community participation indicators, 6 health development network indicators, 3 management indicators of productivity, 3 operational indicators, and 6 operational results, which can appropriately reflect the performance of the key issues of the community's potential to promote exercise.
