Abstract

This research is evaluation research. The objective is to assess the health development strategic plan, KhonKaen Provincial Health Office, in the fiscal year 2019. The researchers were applying the CIPPIEST model of Stufflebeam as a conceptual research framework. A cross-sectional study design to collect data during the fiscal year 2019 (October 2018-September 2019). An analysis of reports, documents, and in-depth interviews from the stakeholder has been analyzed with content analysis. The results showed that in the fiscal year 2019, the health development strategy consists of 4 strategic issues, 13 goals, and 45 indicators are aligned with the Ministry of Public Health’s strategic plans. The action plan program has been developed to support the project management system. The 3,572 projects and a total budget of 163,072,805 baht have been approved through the action plan program. There were 73.33 % (33 indicators) of overall indicators pass the assessment criteria, and 26.67% (12 indicators) couldn’t pass the assessment. Suggestion: Khon Kaen Provincial Health Office should develop the information systems to link information, reduce repetitive and validated work. It can improve the efficiency of strategic planning for health development to achieve better objectives.
