Financial Management Performance Analysis of Khao Suan Kwang Hospital, Khon Kaen Provincial Public Health Office, Fiscal Years 2021-2023.

Abstract

This retrospective study aimed to analyze the financial status, evaluate financial management performance (Total Performance Score: TPS), assess financial risk levels (Risk Score), and propose strategies to improve the financial management of Khao Suan Kwang Hospital during the fiscal years 2021–2023. The study utilized three years of historical financial data from trial balance reports and financial indicators categorized into seven levels based on the Ministry of Public Health's standards. The findings revealed a decreasing trend in reserve funds, which declined from 20.55 million THB in Q1 of fiscal year 2021 to 11.88 million THB in Q4 of fiscal year 2023. The Cash Ratio was below the standard threshold (<0.8) in several quarters, especially in 2023, with an average of 0.52. Financial management performance (TPS) improved in 2022, achieving a peak score of 11 out of 15 in Q2, but declined again in 2023 due to inconsistent management of costs and revenues. Revenue steadily increased, peaking at 129.4 million THB in Q4 of fiscal year 2022. However, expenses exceeded revenue in some quarters, causing liquidity challenges. The study recommended improving the revenue collection system, enhancing expense control efficiency, developing tools and information systems for continuous monitoring of Risk Scores, and applying insights from TPS to optimize long-term financial management.
