Development Model of Medical Expense Billing under The Protection for Motor Vehicle Accident Victims Act, of The Sub-District Health Promotion Hospital using Deming Cycle, In the area of Kham Thaleso District, Nakhon Ratchasima Province.

Abstract

The number of accidents caused by road accidents has increased dramatically. Some victims are not receiving medical treatment, compensated for legal damages. This Action Research aimed to develop the model of Medical Expense Billing under the Protection for Motor Vehicle Accident Victims Act, using Deming cycle at sevenhealth promoting hospitals, Kham Thaleso District, Nakhon Ratchasima Province. The study was conducted at sevenhealth promoting hospitals, 49 health workers. The research was conducted during November 1, 2016 – October 31, 2017. The research instruments were the demographic data questionnaires, surveys on personnel information with regard to process management, and billing information. The quantitative data, qualitative information, processed with the enumerated, compilation summary and write a complete article.The results of this study showed that the model development comprise of four steps including: (1) The planning process of staff development covered total of 7 hospitals,100% and visiting training work shop regarding e-claim refreshment (19 persons, 38.78%) and meeting about the process of how to apply at the village, sub district, and district level; (2) The action and evaluation process: four health promoting hospitals (57.14%) used the manual as a guideline and assisted in the medical expense billing of medical careunder the Protection for Motor Vehicle Accident Victims Act. In addition, 43 persons (100%) were processed the documents for medical expense billing refund and total revenue was 59,788.46 Baht. (3) The inspection process and defect corrective actions and (4) The decision making process by using the model as a guideline relating to whether e-claim refreshment system. Results suggest that the model developing in this study can be used for medical expense billing at health promoting hospitals.
