Policy Proposal for Financial Management of Service units under the Office of the Permanent Secretary, Ministry of Public Health Region 9

Abstract

The Research aimed to study finance management in Ministry of Public Health Region 9, in 2020. The proposed covered 5 activitys in the management of finance of service Ministry of Public health, as well as proposals for monetary and fiscal policy. The representatives are hospital directors under the office of the permanent secretary, 89 people in total. The method used are questionnaire and focus group discussion, analized by descriptive statistics used with frequency, mean and standard deviation distribution. The results show that, from group discussion and the secondary data according to 5 important measures in the administration of finance. Universal health insurance fund allocation in the form of Step Ladder & K, hospitals with a population of less than 30,000 people should have allocated additional funds, pay attention to the adults of accounting information by developing skills of executives and practitioners (Service plan) which is connected to the development plan of the financial and fiscal management system (Business plan). All service units are controlled by comparing financial plans (Planfin), and Control the income and expenditure by the financial efficiency criteria (7Plus Efficiency), Unit cost of outpatients and inpatients. There have to be internal audit and control Of the analyzes of the financial and fiscal situation as of Q4 / 2020 showed that the 9th health zone had no service at level 7, the highest at level 4 and level 3 i, at 1% (1.12%) and level 7. 2 of 3 (3.37%). Policy proposal are to have emergency funds, to decentralize all administrative districts for change and to support the work of the health zones (Regulatory Sandbox), to use financial plans and tool for monitoring (Planfin). Suggestions to the service organization were to monitor the financial situation closely, increase the income and reduce spending using (Planfin) as a tool for monitoring, and connect financial management system (Business Plan) with the (Service Plan).
