Development of Budget management system of Nakhon Ratchasima Health Provincial Office

Abstract

This is action research. The research was divided into 3 phases as follows: (1) Study the situation in detail of Budget management system of Nakhon Ratchasima Health Provincial Office (2) Program design and development of Budget management system of Nakhon Ratchasima Health Provincial Office (3) Evaluate in Budget management system of Nakhon Ratchasima Health Provincial Office. The collection data from 3 types of tools: Group discussions, questionnaires, and in-depth interviews. The sample group includes 15 people responsible for information technology of each work group, personnel of Nakhon Ratchasima Health Provincial Office 179 people. Qualitative analyzed the data by classifying, distinguishing, categorizing the findings, quantitative data analysis using a software package to find the percentage, mean, standard deviation and F – test statistics.

            The results found that (1) Detail of Budget management system  are receiving documents for requesting approval for the use of budgets for each work group, checking the correctness of the documents and the balance of the budget.  From past operations, the following problems were encountered: The process of submitting documents to cut the budget is delayed. The solution to the problems were a meeting to discuss to determine a common approach for document submission. For the requirement is to program design and development of budget management system to make it easier to operate. (2) Program design and development of Budget management system was designed and developed with MySQL program by developing the data warehouse into a single database format called "Budget Management System (BMS)" divided into 4 parts as follows: (1) Login (2) Dashboard (3) Budget Request List (4) Adminitrator. The overall satisfaction was at a high level (=4.16, S.D. =.68), and the overall demand is at the highest level (=4.27, S.D. =.64). (3) Evaluate in Budget management system found that using of the budget management system easy to use, simple functionality, clear icons, can be applied in real practice and  increase work efficiency. The Suggest can be used budget management system to continuously develop and expand the results for use in other Health Provincial Offices.
