The Development of a Mechanism to Drive the Treatment System and Rehabilitation of Drug Addicts Supports Drug Laws in Chachoengsao Province

Abstract

The purpose of the development of a mechanism to drive the treatment system and rehabilitation of drug addicts supports drug laws in Chachoengsao province was to development of a mechanism and evaluate of driving the treatment system and rehabilitation of drug addicts supports drug laws in Chachoengsao province according to the Act to Use the Narcotics Code, B.E. 2021. It was policy research used a mixed research method both qualitative and quantitative. The sample groups study include: 1,195 number of addict, drug addict in information on treatment and rehabilitation in Chachoengsao province, B.E. 2023, and related personnel 50 people by stratified random sampling. Research Instruments were record forms, questionnaires, and group discussions. Data was collected by surveys and focus groups. Quantitative data were analyzed using descriptive statistics and qualitative data were analyzed using content analysis.

The results of the study found that driving the treatment system and rehabilitation for drug addicts  supports drug laws in Chachoengsao province consists of 7 issues, 19 driving mechanisms and the evaluation results of driving the treatment system and rehabilitation for drug addicts using the CIPP model evaluation format, it was found that average score for driving the treatment system and rehabilitation of drug addicts Chachoengsao province as a whole has a high level of compliance ( = 3.63, S.D.=0.71). The environmental aspect is the most practiced input factors process and output aspects are practiced at a high level. The results of the study can upgrade the treatment system and rehabilitation for drug addicts in Chachoengsao province to be consistent with the mission according to the Act to Use the Narcotics Code, B.E. 2021, the legal code and resulting in policy measures and guidelines that are concrete, appropriate and effective.
