The Development of Model Health Resource Management of a Middle-Level (M2) Hospital After Transferring the Mission of the Subdistrict Health Promoting Hospital to the Singburi Provincial Administrative Organization.

Abstract

This research aimed to study the state of public health resource management of the middle-level (M2) hospital, develop a model of public health resource management of the middle-level (M2) hospital after transferring the mission of the sub-district health promotion hospital to the Singburi Provincial Administrative Organization, and evaluate the model. The study period was January-September 2024. The research was divided into 3 steps. 1. Examining the Current Management of Public Health Resources: The target group consisted of 32 purposively selected participants. Data were collected through semi-structured group interviews it was found that the current state of public health resource management of middle-level (M2) hospital that needs to be developed first is the management of human resources to support the operations of sub-district health promoting hospitals in the network, followed by the speed of transferring budget in the universal health insurance system.  2. Development of the model for public health resource management in the main network community hospital. The researcher used the results from step 1 to draft a model based on the principles of change management and the 10 principles of good governance. 17 experts evaluated the proposed model and concluded that its usefulness was at the highest level.  Its accuracy, comprehensiveness, appropriateness, and feasibility were rated at a high level   (x̅ = 4.45, S.D. = .43) 3. The model was implemented in the service network of Phromburi Hospital. The target group for evaluation consisted of 21 purposively selected administrators and stakeholders in the service network. The evaluation results indicated that the model’s usefulness, accuracy, comprehensiveness, appropriateness, and feasibility were rated at a high level (x̅ = 4.47, S.D. = .53)
