The Development of a Mechanism for Driving The Health Strategic Planning at Provincial Level, Chachoengsao Province

Abstract

This research is a mixed-methods research and development study to study the implementation of the health strategic plan, develop mechanisms to drive the health strategic planning and evaluate the progress of the health strategic planning at the provincial level in Chachoengsao province. The sample group includes: 85 personal of the committee and the working group driving policy selection. The sample group was selected by stratified sampling and random sampling. The tools that can be used include: group discussions and questionnaires. Quantitative data analysis using descriptive statistics includes frequencies, percentages and standard deviation. Analyze qualitative data by content analysis. The research will take place from October 2025 to March 2026.

                The study found that Chachoengsao province is implementing a health strategic plan that is consistent with the context, including: (1) developing a long-term care system, (2) distributing services through mobile medical units, (3) driving the "comprehensive cancer coverage" policy, (4) develop an occupational disease clinic and establishing an effective environmental monitoring system, (5) develop the emergency medical system and the capacity to transfer critically ill patients, (6) upgrading the healthcare information system to support the 30-baht universal healthcare policy using only a national ID card. The mechanisms for driving the regional health strategic plan in Chachoengsao Province consist of: (1) all age groups develop according to their age and have health literacy, (2) all age groups develop according to their age and have health literacy (3) live a long and healthy life (4) the service system is of high quality and standard, (5) the referral system is of high quality, (6) the staff are competent and happy, (7) a transparent and efficient management system, (8) the healthcare system's finances are stable. An assessment of the implementation of the health strategic plan at the local level in Chachoengsao Province found that overall, the practice is at a high level. Context factors were practiced at the highest level, while input, process, and output factors were practiced at a high level. The research findings can be used to improve planning at both policy and operational levels and to ensure that operations achieve the goals.
