Abstract

The mixed methods design aimed to synthesize policy recommendations for improving the role of the
colleges under Praboromarajchanok Institute Act to strengthen health personnel in support of the Primary Care Cluster. Qualitative data were collected through in-depth interviews and focus group discussions with stakeholders under the Ministry of Public Health and people in public. Quantitative data were gathered from nursing instructors and healthcare providers who support the Primary Care Cluster. The quantitative data were analyzed using descriptive statistics. Content analysis was used for qualitative data. The findings found:
1. Colleges under Praboromarajchanok Institute should do the following:
1.1 Improve nursing education programs and courses to meet local needs of and focus on multidisciplinary teams,
1.2 Survey the need for competency development among public health personnel in primary health systems,
1.3 Organize training courses related to primary health systems covering multidisciplinary team
development in primary health systems which meet local needs,.
1.4 Develop a manpower plan and increase nursing instructors’ teaching competencies,
1.5 Collaborate to work proactively with health networks to develop a standardized excellence center and
to support the operations of the primary health service network.
2. Praboromarajchanok Institute should act the following:
2.1 Develop a manpower information management system and lecturers under the Praboromarajchanok Institute
for decision making in terms of numbers, qualifications, expertise and distribution by public health region.
2.2 Support the colleges in establishing systems and mechanisms to enter into agreements or cooperation
with services to support primary care teams.
2.3 Clearly communicate personnel development policies, both in terms of management and implementation of skills development for public health personnel to acquire knowledge and skills to operate the primary health service.
