Effects of Developing a Healthcare Facility License Review System via the Biz Portal in Yasothon Province.

Abstract

This study aimed to develop the healthcare facility licensing review system through the Biz Portal in Yasothon Province using an action research approach based on the PDCA (Plan–Do–Check–Act) cycle. The study was conducted between October 2024 and December 2025 and consisted of two action research cycles. The samples were satisfaction questionnaires completed by healthcare facility operators or administrators who submitted licensing applications through the Biz Portal system. The research instrument was a satisfaction questionnaire regarding the use of the Biz Portal system. Data were analyzed using descriptive statistics, including mean and standard deviation.

The results showed that in cycle 1, a total of 32 questionnaires were collected and the overall satisfaction level was high (x̄ = 3.75, SD = 1.37). After improving the operational process and developing supporting tools for system use, 107 questionnaires were collected in cycle 2. The overall satisfaction increased to the highest level (x̄ = 4.50, SD = 0.63), with the highest mean score found in system reliability (x̄ = 4.59). In terms of economic benefits, the Biz Portal system helped reduce travel expenses and time costs associated with completing transactions, with users estimating savings of approximately 0–3,000 Baht per transaction.

The study also resulted in the development of supporting tools for system use and the synthesis of the YBLD Model (Yasothon Biz Portal License Development Model), which can serve as a framework for improving digital public service systems in the future.
