A Study to develop guidelines for supporting community enterprises in Samut Prakan Province to meet Thai FDA standards

Abstract

The objectives of this action research were 1) to diagnose problems of community enterprise in Samut Prakan Province in order to obtaining health product license according to standards of Food and Drug Administration 2) to develop appropriate guidelines for community enterprises to meet standards of Food and Drug Administration. The research sample was selected 8 community enterprises in Samut Prakan province that produce health products. who have been trained in basic knowledge related to standards of Food and Drug Administration and 5 staff working who working for production of health products license. Conducting in-depth interviews to find the problem of community enterprises in Samut Prakan from entering process for licensing. Then Document research, literature review and data synthesis drafted guideline for promoting community enterprises. Conducting group discussion with representatives of community enterprises and officials to develop appropriate guidelines. The study found that the Important problem were Financial factors, funds for develop production site. and working capital for raw materials and Some community enterprise understand that they can produce and sell products without license if sold only in their communities. In addition knowhow for making their production sites meet standard and process for obtaining permission were also their problems. The appropriated guideline were found using ADKAR strategy. (A : Awareness) Raising awareness for developing production sites to meet the standards of the Food and Drug Administration. (D: Desire) Motivate them to be part of the change. Encourage community enterprise to make a plan or step to meet their goal. (K : Knowledge) Training for legal standards and steps for licensing. (A : Ability) Support community enterprise to achieve standards by using proactively development staff, Facilitate by help drawing production site plan, provide examples documents required to submit for permission. (R : Reinforcement) Support knowledge for marketing, business plan and product development to meets their customers need.
