The Management Model of the To Be Number One Project, Phetchabun Province

Abstract

Background: The problem of drug addiction among youths has long been a chronic social problem in Thai society. The concrete management of the problem is the campaign to prevent and solve the drug problem by the To Be Number One project which has been implemented extensively among youths and people.
Methods: This qualitative research was aimed to study the management process, the conditions affecting the successful management, and synthesis of the To Be Number One project management model, Phetchabun Province. Data collection was conducted among the administrators, club president, responsible persons, teachers, and members of the To Be Number One clubs. A total of 15 research participants by purposive sampling were included in the study. Content validity by triangulation technique and content analysis were applied through the study.
Results: 1. The To Be Number One project management process, Phetchabun Province comprised 7 steps which were policy formulations, dictation preparation and committee setting, strategic setting and planning, policy implementation, budget support, database preparation, and project evaluation. 2. The management success's condition was divided into two groups; the first was the social structures namely designation of the responsible person indicators, integrations, network and participation, the second was personal factors: leader’s strength, and campaign promotion to go viral. 3. The management model consisted of 2 compositions: the policy mechanisms and policy implementation. 
Conclusion: The management model of To Be Number One was able to adapt to each area depending on their context to achieve the ultimate goal which is the prevention of drug used in people.
